MINUTES
CITY COUNCIL MEETING
ST. LOUIS PARK, MINNESOTA
April 20, 1992
1 . Call to order
Mayor Hanks called the meeting to order at 7:30 p.m.
2. Presentations
Mayor Hanks read a proclamation in commemoration of the Rememberance of
the Holocaust.
A short presentation was made on behalf of the Women Jaycees.
3. Roll call
The following Council members were present at roll call : Jeff Jacobs, George
Haun, Allen Friedman, Larry Mitchell , Keith Meland, Gail Dorfman and Lyle
Hanks.
Also present were the City Manager, City Attorney, Director of Public Works,
Director of Community Development and the City Clerk.
4. Approval of minutes
It was moved by Councilmember Mitchell , seconded by Councilmember Jacobs,
to approve the minutes of the April 6, 1992 Council meeting. The motion
passed 5-0-2 (Councilmembers Meland and Friedman abstained) .
It was moved by Councilmember Mitchell , seconded by Councilmember Jacobs,
to approve the minutes of the Long-Range Planning Retreat, April 9-10,
1991 . The motion passed 5-0-2 (Councilmembers Meland and Friedman abstained) .
5. Approval of agenda
It was moved by Councilmember Jacobs, seconded by Councilmember Mitchell ,
to approve the consent agenda. The motion passed 7-0.
It was moved by Councilmember Jacobs, seconded by Councilmember Haun, to
approve the agenda with the addition of 12b1 . Hennepin County groundwater
report. The motion passed 7-0.

8a. Ordinance amendment Second reading of ordinance amending
Ordinance 1882-92 Parking section of Zoning Ordinance
It was moved by Councilmember Mitchell , seconded by Councilmember Jacobs, to
adopt Ordinance No. 1882-92 entitled "An ordinance amending the St. Louis Park
Ordinance Code relating to zoning by amending Section 14-187."
The motion passed 7-0.
8b. Ward boundaries Second reading of ordinance reconfirming
Ordinance No. 1883-92 Ward boundaries following census
It was moved by Councilmember Jacobs, seconded by Councilmember Meland, to approve
Ordinance No. 1883-92 entitled "An ordinance determining St. Louis Park Ward
boundaries following the 1990 U.S. decennial census: Reconfirming boundaries
established •by Ordinance 1549, April 19, 1982 and incorporating the addendum
relative to a legal description in Ward 3.
The motion passed 7-0.
8c. MEPA Minor amendment: Increase in net floor
Resolution 92-46 area, MEPC American Properties, 5100
Gamble Dr.
It was moved by Councilmember Jacobs, seconded by Councilmember Meland, to adopt
Resolution 92-46 entitled "A resolution rescinding Resolution 88-194 adopted
on Dec. 19, 1988 and granting special permit under Section 14-124(2) (a) of the
St. Louis Park Ordinance Code relating to zoning to allow an increase in the
net floor area by 15,000 square ft. and increased parking at 5100 Gamble Dr."
The motion passed 7-0.
8d. Void
8e. Wooddale Automotive Minor amendment: Remove gas pumps,
continue operation as an auto repair,
6407 W. Lake St.
Because of a potential error in the legal description supplied by the applicant,
staff was recommending deferral to May 4, 1992.
It was moved by Councilmember Meland, seconded by Councilmember Mitchell , to
defer to May 4, 1992 allowing Wooddale to remove the gas tanks.
To clarify a question, the Director of Community Development said that under
the new Zoning Ordinance this automotive service use is permitted.
The motion passed 7-0.
8f. MSA funds: Reconstruction Finance of reconstruction of W. 26th III
92-48 St. from Monterey Ave. to Huntington
It was moved by Councilmember Friedman, seconded by Councilmember Haun, to

adopt Resolution 92-48 entitled "Resol'ution accepting the City Engineer's report,
11 , establishing Project 90-24 and Establishing an improvement hearing for Project
90-24, W. 26th St. , Monterey Ave. to Huntington Ave."
The motion passed 7-0.
8g. Inspections First reading of ordinance incorporating
Inspections as -a division of Public
Works
It was moved by Councilmember Friedman, seconded by Councilmember Jacobs, to
approve first reading, set second for May 4, 1992 and authorize summary publication.
The motion passed 7-0.
8h. Governance Agreement , Resolution authorizing City funding
Resolution 92-49 for Community Education and approving
' an agreement for Governance of Community
Education
It was moved by Councilmember Mitchell , seconded by Councilmember Dorfman to
adopt Resolution 92-49 authorizing City funding for Community Education and
approving an Agreement for the Governance of Community Education with the following
modifications to the proposed Governance Agreement: Second paragraph on page,
1, strike the wording "and funding agreement subject to the mutual agreement
of the sponsors; in Section 3(a) , page 6, strike the third and fourth sentences,
i .e. "It is intended that the funding agreement be negotiated subject to the
mutual agreement of the sponsors. Neither sponsor shall request or demand a
reimbursement of cost or payments hereunder in the absence of a mutual acceptable
funding agreement."
Councilmember Mitchell indicated there were a couple of other adjustments suggested
by' Superintendent Holmstrom. The City Manager suggested referencing item 1
and 2 in the agenda item be incorporated in the revised Agreement.
The motion passed 7-0.
8i . Community Education First reading of ordinance transferring
funds
It was moved by Councilmember Haun, seconded by Councilmember Meland, to approve
first reading, set second for May 4, 1992 and authorize summary publication.
The motion passed 7-0.
8j. Environmental health services Agreement with Hennepin County for
Resolution 92-47 financial support
Councilmember Friedman asked if Council had not previously discussed looking
into whether or not the City should provide health services.
The City Manager said at that time Council decided to remain in this program.
It was moved by Councilmember Friedman, seconded by Councilmember Jacobs, to
adopt Resolution 92-47 entitled "Resolution approving agreement between the
City of St. Louis Park and hennepin County for financial support of municipal
environmental health services.

Councilmember Friedman asked the City Manager to resurrect the report previously
done and provide an update and send it out in the next packet.

9d. Human Rights Commission Request to increase commission size
It was moved by Councilmember Jacobs, seconded by Councilmember Haun, to place
this item on the May 11 study session.
The motion passed 7-0.
UNFINISHED BUSINESS
10a. Boards and commissions It was moved by Councilmember Friedman,
seconded by Councilmember Jacobs, to
reappoint Bob Andrews to the Metropolitan
Airport Sound Abatement Council . The motion passed 7-0.
NEW BUSINESS
lla. Bid tabulation Bituminous street materials - 1992III
By consent, designate Commercial Asphalt and Midwest Asphalt as lowest responsible
bidders and authorize execution of contracts with those firms for $34,300
and $3,450, respectively.
llb. Arbotech bids It was moved by Councilmember Friedman,
seconded by Councilmember Meland, to reject
all bids and authorize staff to readvertise.
The motion passed 7-0.
llc. Raffle: Minneapolis Golf Club Application of Jorgensen Trust
It was moved by Councilmember Jacobs, seconded by Councilmember Haun, to approve
and waive the 30-day waiting period.
The motion passed 6-1 (Councilmember Friedman opposed) . '

Councilmember Meland said he had received a letter from the chairman of the
Hennepin Conservation District regarding a meeting to be held on groundwater
plan on April 30. He asked staff what potential costs might be for implementing

the plan. One-time setup for the City could range from $50,000-$150,000. Annual
cost for administration could run from $10,000-$40,000. He liked to have someone
at the April 30 meeting to find out what realistic would be. He didn't believe
the plan would do much to protect groundwater.
The City Manager said a representative will attend the April 30 meeting.
Mayor Hanks reminded the Council of the RTB transit forum an April 30.

13a. Verified claims By consent, the list of. verified claims
prepared by the Director of Finance
dated April 20, 1992 was approved
in the following amounts:
