LOUIS PARK CITY COUNCIL January 7, 1992 7:30 p.m. The meeting was called to order at 7:30 p.m. The following Councilmembers were present: Jeff Jacobs, Allen Friedman, George Haun, Keith Meland, Larry Mitchell , Gail Dorfman and Lyle Hanks. Present from staff were the City Manager, Director of Public Works, Director of Community Development, Planning Coordinator, Personnel Officer, Chief of Police, Administrative Assistant. The City's three legislators were present for discussion with the Council . Mayor Hanks furnished each of them with a copy of the City's proposed 1992 legislative program. The legislators commented on the setting for this year's session and indicated that reductions in Local Government Aid together with use of the Rainy Day Fund and an increase in fees were probable methods of meeting the predicted shortfall that the State is facing. David Kroos of Boarman and Assoc. was present to provide the Council with an update on the proposed police facility. A site layout was presented and a model of the building on the site was reviewed. The Council seemed supportive of the work done to date with areas needing attention noted. A staff memorandum dated Jan. 7, 1992 pertaining to the proposed zoning ordinance was reviewed. The Council seemed in agreement with the staff's recommendations pertaining to Al 's Liquors, the Cooper Theater site, Golden Auto site and the Super Radiator-Gorham Republic industrial area. Unresolved are the following: Roller Garden/Younger property; Texas/I-394; and Edgewood industrial park. It was also left unresolved whether office uses should be allowed in the R-4 by PUD. Council was supportive of staff doing additional work on the proposal contained in the memo from the Director of Public Works relating to treatment of earth needing attention as a result of the Louisiana/Hwy. 7 project. Staff was authorized to initiate follow-up action prompted by the memorandum from the City Attorney which followed his review of the draft Community Education Joint Governance Agreement.
