CITY COUNCIL STUDY SESSION
ST. LOUIS PARK, MINNESOTA
August 26, 1991
1 . Call to order
The meeting was called to order at 7:20 p.m. by Mayor Lyle Hanks.
The following were present: Jeff Jacobs, George Haun, Larry Mitchell ,
Jane Tschida and Lyle Hanks.
Staff present: City Manager, Director of Finance, Director of Community
Development and Asst. Dir. of Finance. Also present were Wayne Popham,
Lee Sheehy and Suesan Pace-Shapiro.
The City Attorney's office made a presentation to the City Council
regarding a proposed billing structure. Discussion was held. The Council
agreed that it would vote on this proposal at the Sept. 16 meeting.
Council discussed selected issues resulting from the Aug. 6 public
hearing regarding the proposed zoning ordinance. The first subject
discussed was the treatment of adult uses. A number of citizens were
in the audience to witness Council 's discussion of this matter. Discussion
centered on a staff memorandum dated August 21, 1991. Following lengthy
discussion, it was agreed that the City Attorney's office would prepare
a memorandum discussing the impact of the proposed zoning ordinance
provisions on bookstores and video stores. It was further agreed that
the proposed ordinance provisions would remain as is for now. Finally,
staff was directed to get information from the City of Fridley on
the impact of their recently-enacted ordinance that licenses adult
uses.
Discussion was held regarding the Cooper Theater site with the Council
appearing inclined to retain the proposal that this site be zoned
0-Office District in the proposed zoning ordinance.
Concerns raised by MEPC regarding the proposed zoning ordinance were
noted. The staff memorandum of August 21 was referenced. The staff
comments in regard to the seven points identified by MEPC appeared
acceptable to the City Council .
Discussion occurred regarding the procedure used by the Council for
board/commission appointments. The Council requested that any existing
ordinance or resolution pertaining to the process be brought to its
attention with a determination made as to whether such ordinance/resolution
needed to be modified.
The meeting adjourned at 9:00 p.m.
