MINUTES
ST. LOUIS PARK CITY COUNCIL
STUDY SESSION
April 29, 1991
1 . Call to order
The meeting was called to order at 7:00 p.m. by Mayor Lyle Hanks.
2. Roll call
Present were Jeff Jacobs, George Haun, Larry Mitchell , Jane Tschida
and Lyle Hanks.
Staff present were the City Manager, MIS Coordinator, Director of Inspect-
ions, Director of Public Works, Director of Community Development,
Engineering Supervisor, Planning Coordinator, Director of Finance,
Communications Specialist, Personnel Officer.
3. Rental Housing
Council reviewed the report of the Rental Housing Advisory Committee;
some members of that committee were present. After considerable discussion,
Council agreed that it would ask staff to do the following:
1 . Review applicable City Code provisions regarding rental housing
and the history of those provisions over the past five years with an
eye towards evaluating the effectiveness of same.
2. Clarify the approach used by the City in dealing with apartments
as'opposed to single family rental homes.
3. Invite the Fire Chief to an upcoming study session to answer questions
from the Council regarding the apartment inspection program.
4. Explore complaints regarding 1 and 2 family rental housing that
may have been received from departments other than Inspections such
as Police and Public Works.
5. Attempt to determine if a system exists that would enable the City
to identify where rental properties are and who owns such rental properties.
It would be helpful if such a system was not reliant upon the homesteading
process as there was some concern that reliance on such a system might
be misleading.
6. Attempt to get better statistics on the situation with condominiums
and townhomes.
7. Obtain and review the Minneapolis ordinance pertaining to disorderly
houses.
8. Examine how Minneapolis calculates its fees for rental housing matters.
9. Recalculate any figures contained in the committee' s report based
on new information that has been prepared by staff since the committee's
report was completed.
4. Capital Improvement Program
The proposed 1992-1995 Capital Improvements Program was reviewed. The
interrelationship of tax increment financing and the role of the Economic
Development Authority was noted. Council seemed agreeable to having
the CIP process move forward with modifications made to program areas
such as landscaping with the understanding that specific projects such
as the upgrade of Excelsior Blvd. and the France/Minnetonka/Hw. 7 possibil-
ity be reviewed by the EDA.
5. Proposed zoning ordinance
The proposed zoning ordinance was reviewed by Don Rye with an overview
given. The Council agreed to meet on Wednesday night May 8 and Wednesday
night May 22 at 7:00 p.m. in an attempt to complete its review of the
proposal at those two sessions.
6. 1980 single family mortgage revenue bond refinancing
A status report was received from Miller & Schroeder and Springsted.
Councilmembers expressed their disappointment that the current status
was not identical to that which had been identified as likely by the
parties at the April 15 Council meeting.
7. Budget informati rn plan
Council reviewed the proposed 1992 budgetinformation plan and seemed
generally pleased with it. It was agreed that the first public hearing
would be held on Wed. , June 5 as opposed to Tuesday, May 28 and that
scheduling of the second hearing would be postponed until results of
the current Legislative session could be better evaluated. Council
further agreed that the purpose of the first meeting would be informational.
8. Community Development Block Grant program
The proposed Year 17 Community Development Block Grant funding allocation
was reviewed. There appeared to be a lack of support for the proposal
to use approximate $20,000 to acquire a site that would later be used
for senior housing. The Council will vote on this matter at the May
6 meeting.
9. State legislation impacting manner of electing Councilmembers
After discussion of this report, Council concluded that no action would
be taken by the City on this matter.
10. Ogren bill/Utility taxes
The Ogren bill and its impact on utility taxes was noted with the Council
determining that no action would be taken.
11 . Local Government Aid
Mayor Hanks presented information from Senator Mondale regarding the
impact on the City's Local Government Aid of a proposal now pending
in the Senate.
