III MINUTES
STUDY SESSION
ST. LOUIS PARK CITY COUNCIL
April 1, 1991
1 . Call to order
Mayor Hanks called the meeting to order at 7: 10 p.m.
2. Roll call
Present at roll call were Jeff Jacobs, George Haun, Allen Friedman, Keith
Meland, Larry Mitchell and Lyle Hanks.
Staff present were City Manager Bill Dixon, Director of Public Works Jim
Grube, Police Chief Mancel Mitchell , Administrative Assistant Bob Larson
and Finance Director Harlan Syverson.
3. Police, Fire, Inspectional Services facilities study
Council reviewed a memorandum relating to the Police, Fire, Inspectional
Services facilities study. Brief discussion regarding the memorandum took
III place.
The Council directed that staff continue working on this matter and pursue
the following:
1 . Report to the Council the percent of City bonding capacity now utilized.
2. Report to the Council the percent of City bonding capacity that would
be utilized if the financial scenario provided by Director Syverson and
furnished with the April 1 memo was activated.
3. Provide information on the allocation of space within the Police Department
on a functional basis per the Boarman needs assessment.
4. Identify whether there are any missing costs that have not yet been
identified by staff in conjunction with this project.
G. Provide the Council with an update on the 800 mghz exploration recently
initiated by the Metropolitan Council .
6. Do a cost benefit analysis of consolidating Fire administration at City
Hall .
7. Delete the Police exercise room from the space upgrade.
III 8. Explore the tennis court site for a freestanding police facility.
9. Look at alternative sites - including sites other than Carpenter Park
- for the tennis courts that would be displaced.
10. Explore bonding at the optimX1 time during the project relying on City cash
flow in that regard.
The need to continue working on this issue was noted in light of the City's
relationship with ' the State Fire Marshall regarding existing facilities
on the first floor of City Hall .
