CITY COUNCIL STUDY SESSION
ST. LOUIS PARK CITY COUNCIL
March 20, 1991
1 . Call to order
The meeting was called to order at 5:30 p.m. by Mayor Lyle Hanks.
2. Roll call
The following Councilmembers were present: Jeff Jacobs, Allen Friedman,
Keith Meland, Larry Mitchell , Jane Tschida and Lyle Hanks.
Also present were City Manager (Bill Dixon) , Director of Community Develop-
ment (Dave Hagen) and Planning Coordinator (Don Rye) .
3. Comprehensive Plan update
Items relating to the Comprehensive Plan update were discussed. The rationale
for new Comprehensive Plan designation nomenclature was explained. Following
discussion, Council agreed that any confusion between the Comprehensive
Plan designations and designations in the zoning ordinance and map could
be clarified by means of preceding all Comprehensive Plan designations
with the letter "C".
q manner of distinguishing the treatment by the City of substandard
lots was noted. The City Attorney's office has indicated that lots where
structures are destroyed by calamity such as fire or wind could be rebuilt
upon even if they are substandard lots. The ability to rebuild on such
lots would not be dependent on any review by the Board of Zoning Appeals
or City Council assuming all applicable standards other than the undersizing
of the lot were met. The City Attorney' s office also indicates that
lots that are substandard and have not had a structure can be required
to receive Zoning Board/City Council review and approval . The new zoning
ordinance will be written accordingly.
There was discussion of the appropriate designation for the Birchwood
neighborhood in the' Comp Plan and the Council approved the recommendation
in staff' s report, i .e. , the portion of the Birchwood Neighborhood currently
zoned R-1 , single family residence, be designated R-5, low density residen-
tial , on the Comprehensive Plan and that the remainder of the Birchwood
neighborhood in single family residential be designated as R-7 on the
Comprehensive Plan consistent with the R-2 zoning.
5. Restaurants in I-394 corridor
111 After discussion of this topic, the Council concluded that it desired
to have the new zoning ordinance contain provisions whereby restaurants
in the I-394 corridor would have to be part of a larger development.
5. Housing Authority - Scattered site larger family units
This subject was noted. The Council requested additional information
and indicated its intent to address this matter at the April 1 , 1991
Council meeting.
