SPECIAL CITY COUNCIL MEETING
ST. LOUIS PARK, MINNESOTA
August 26, 1991
1 . Call to order
Mayor Lyle Hanks called the meeting to order at 7:00 p.m.
2. Roll call
The following Councilmembers were present at roll call : Jeff Jacobs, George
Haun, Larry Mitchell , Jane Tschida, Lyle Hanks.
Also present were the City Manager, City Attorney, Director of Community
Development, Planning Coordinator, Director of Finance.
It was moved by Councilmember Mitchell , seconded by Councilmember Jacobs,
to approve the August 26 agenda.
4. Payment to School District 283
Ordinance 1862-91 Second reading of ordinance
It was moved by Councilmember Haun, seconded by Councilmember Tschida,
to adopt Ordinance No. 1862-91 entitled"An ordinance authorizing the transfer
of funds and providing appropriations for the Community Education program."
Councilmember Mitchell felt it was appropriate the Council discuss the
issue of tax increment financing. He said he would like to see it on the
next study session agenda. He would like to see it studied as a package
and coordinated with the different budget years.
The motion passed 5-0.
5. 1992 tax levy It was moved by Councilmember Tschida,
Resolution 91-161 seconded by Councilmember Jacobs,
to adopt Resolution 91-161 entitled
"Resolution approving preliminary
1991 tax levy, collectible in 1992."
Councilmember Mitchell had a fundamental problem with the way the budget
is addressed. He has never felt the Council addresses the big picture.
He noted while in northern Minnesota he read accounts of rec centers, city
halls and various other facilities being closed. Is the City going to be
in the same position three or five years from now. What would a 10-20%
shrinkage in the commercial tax rate mean to the City? He felt these sort
of questions were very appropriate to budget discussions.
Councilmember Haun concurred, saying he'd like to see an evening devoted
to this subject, that this item not be one of numerous other items on an
agenda.
Councilmember Tschida was not sure predictions could be made -- a budget
is just that. She felt it was almost impossible to be "on target" . Who

can predict State Aid, street construction projects, water utility capital
and operating costs. These items will always vary.
Mayor Hanks noted that Council had directed staff to tighten belts and
he felt that had been done quite effectively. Also, not only have cuts
- been made, •but items removed from the budget remained out.
The motion passed 5-0.
6. 1992 budget adoption schedule It was moved by Councilmember Jacobs,
seconded by Councilmember Haun, to
approve the 1992 budget adoption schedule. The motion passed 5-0.
7. Moratorium Emergency ordinance establishing moratorium
Ordinance 1863-91 in specified industrial areas.
It was moved by Councilmember Mitchell , seconded by Councilmember Tschida,
to adopt Ordinance 1863-91 entitled "An emergency ordinance establishing
a moratorium on certain land use approvals and building permit issuance
in specified industrial area."
The motion passed 5-0.
Mayor Hanks brought up the concerns of the residents in the W. 36th St.
area because of the construction. Also, the residents on W. 35th St. are
concerned about the bus traffic coming down their street. He wondered if
the buses could not be diverted through the Knollwood parking lot.
The City Manager said staff would be looking into that.
9. Adjournment It was moved by Councilmember Jacobs,
seconded by Councilmember Mitchell ,
to adjourn the meeting at 7:20 p.m.
