BUDGET MEETING
ST. LOUIS PARK CITY COUNCIL
June 5, 1991
1 . Call to order
Mayor Hanks called the meeting to order at 7:00 p.m.
2. Roll call
Present were Jeff Jacobs, George Haun, Allen Friedman, Larry Mitchell ,
Jane Tschida and Lyle Hanks.
Also present was the City Manager and Finance Director.
Mayor Hanks .explained that the impetus for the meeting was from last
year's budget process in which the whole budget process was changed
by the State Legislature. In prior years the public hearings on the
budget were held later in the year and many residents had commented
by the time they had a chance to give their input, it was virtually
too late.
The City Manager briefly spoke on the budget and its process. He discussed
the cost of City services, property values and property taxes. In
discussing cuts in State Aid for 1991 , he noted that the City will
lose $773,000 in anticipated revenue. In addition, funding to cities
is being changed: State Aid will be non-existent by 1991 ; in its place
will be the newly-created Local Government Trust Fund which derives
a portion of its revenue from a portion of the sales tax. By legislative
action, the sales tax on July 1 , 1991 increases from 6% to 6.5%. The
funds generated by the additional one-half cent will be used by the
State to pay cities the monies (minus the Aid cuts) that the cities
would have otherwise received from State Aid in 1991 . After 6 months,
the one-half cent sales tax becomes optional imposed by counties.
If the counties do not extend it, there will be no aid forthcoming
from the State.
The following individuals addressed Council : Bob Jondreau, 31st/Ottawa;
Al Rogalla, 5725 W. Lake St.
Councilmember Haun asked if those present felt the notification about
the meeting was adequate. The consensus was that it was.
Mayor Hanks thanked those in attendance for coming.
The meeting adjourned at 7:27 p.m.
