LOUIS PARK CITY COUNCIL April 11-12, 1991 Thursday, April 11 , 1991 The retreat convened at the St. Louis Park Holiday Inn. Councilmembers present were Jeff Jacobs, George Haun, Lyle Hanks, Larry Mitchell and Jane Tschida. Staff present included City Manager Bill Dixon and Director of Community Development Dave Hagen. The Council had supper with the St. Louis Park School Board. The Board was accompanied by Superintendent Holmstrom and Richard Duthler. Following supper, Barry Warner of Barton-Aschman presented a summary of the urban design/redevelopment planning engagement undertaken by his firm at the request of the St. Louis Park Economic Development Authority. Discussion among the participants lasted until approximately 8:45 p.m. The retreat resumed at 9: 10 a.m. at the Ridgedale Radisson Hotel on April 12. 111 Councilmembers present were Jeff Jacobs, George Haun, Larry Mitchell and Lyle Hanks. Staff present were Bill Dixon and Dave Hagen. Director Hagen presented a pictorial summary of the recommendations contained in the Barton-Aschman work to date. He referred to a narrative memo and a printout that reflected revenue sources and costs related to the proposed improvements. Discussion followed. Those Councilmembers present complimented Mr. Hagen on the information he had compiled and asked that the possibility of assembling it in a booklet be explored. Lee Sheehy, City Attorney and Councilmember Friedman joined the group at approximately 11 :30 a.m. In his role as City Attorney, Sheehy briefed the Council on a meeting that he had with representatives of Park Nicollet that same morning. Those representatives were from Dain Bosworth and the Dorsey law firm. Lunch was held from noon to 1 :00 p.m. and thereafter the Council reassembled and held an extensive discussion regarding the proposed 1991 budget process. Staff was requested to develop;,a_public info. plan ,r for Council review prior to the public hearings that will be held in May and June. The budget calendar was discussed at length and appeared acceptable to the Council . The role of theprivate sector in regard to meeting City resource needs was raised by Mayor Hanks. The Council seemed responsive to exploring such a possibility with the understanding that the City would retain control of the process. A discussion of Council/staff relations and Council interrelations was held. Suggestions for improvement were offered. The retreat adjourned at 3:40 p.m. Bill Dixon Recording Secretary
