HomeMy WebLinkAbout1991/02/11 - ADMIN - Minutes - City Council - Regular MINUTES CITY COUNCIL LONG-RANGE PLANNING SESSION ST. LOUIS PARK CITY COUNCIL February 11, 1991 1. Call to order Mayor Lyle Hanks called the meeting to order at 7:45 p.m. 2. Roll call The following Council members were present at roll call : Bruce Battaglia, Allen Friedman, Keith Meland, Larry Mitchell , Jane Tschida and Lyle Hanks. Staff members present included the City Manager, Director of Parks and Recreation, Director of Community Development, Finance Director, Administrative Asst. and Planning Coordinator. 3. Charter The Council met with the Charter Commission to review the recommendations of that body. The Council appeared to agree with the proposed modifications and expressed its willingness to enact the revised Charter by means of an ordinance. Staff and the City Attorney's office were asked to check on three questions. 4. Chemical Awareness and Education Committee Council discussed the committee's status report and the request of that body for $5,000 in seed money. Council members had differing views on the request, and it was agreed that this matter would be placed on the Feb. 25, 1991 agenda for consideration. 5. Possibile modifications to water/sewer rates Council discussed possible modifications to the water/sewer rate structure. Following considerable deliberation, the Council decided to eliminate the tiered structure over a two-year period beginning on Jan. 1 , 1992. The Council further decided that no senior discount would be provided at this time and that hardship cases resulting from the war in the Persian Gulf would be addressed on an individual basis. 6. Neighborhood Revitalization Task Force The recommendations of the Neighborhood Revitalization Task Force were reviewed and it was agreed that the Council ' s interest in such a program would be publicized in an upcoming edition of Park Perspective. 7. 1600 Hampshire Councilmember Mitchell discussed the situation at 1600 Hampshire with the Council and made reference to a memorandum from the Inspections Department regarding this matter. The need for legal advice on more effective methods of coping with such situations was noted. 8. Council retreat The Council discussed the April 1991 long-range planning retreat which is slated for Thursday evening, April 11 and Friday, April 12. Including School Board members in the Thursday evening session was suggested and will be pursued. Various topics for the Friday session were mentioned with the Council tentativelyIII agreeing that it would explore inviting John Carver or a person capable of speaking about the roles of elected officials and staff for a portion of Friday. Tax increment financing and redevelopment are also likely subjects for a portion of the Friday session. 9. Adjournment The meeting adjourned at 10: 12 p.m. 0/// 31X'2 Bill Dixon Recording Secretary
