Call to order Mayor Lyle Hanks called the meeting to order at 11 :30 a.m. 2. Roll call The following Councilmembers were present: Jeff Jacobs, George Haun, Allen Friedman, Keith Meland and Lyle Hanks. Jane Tschida arrived shortly thereafter. Also present were the City Manager and Director of Finance. 3. Approval of December 31 , agenda It was moved by Councilmember Haun, seconded by Councilmember Meland, to approve the agenda. The motion passed 5-0. 4. Second reading of ordinance authorizing transfer of funds to provide additional appropriations for the 1991 City Clerk and Snow and Ice Removal budgets r nnance o. 1874-91 It was moved by Councilmember Meland, seconded by Councilmember Haun, to adopt Ordinance 1874-91 entitled "An ordinance authorizing the transfer of funds to provide additional appropriations for the 1991 City Clerk and Snow and Ice Removal budgets." The motion passed 5-0. 5. 1992 compensation for City Manager It was moved by Councilmember Meland, seconded by Councilmember Haun, to set the City Manager' s 1992 compensation at $78,500. The Council discussed several areas of concern: The closeness of other department head salaries to that of the City Manager; the structure, classifica- tion and function of City positions; the possibility that some City positions are being paid at levels high enough not to warrant further increases; the question of the City being over-staffed; the need for the foregoing concerns to be discussed in depth at a study session. The City Manager stated that currently the City' s salary structure is based on the Stanton study done around 1978. Currently, the City Manager's Association is undertaking a salary study and St. Louis Park is participating in that study. It was the consensus of the Council that the results of that study should JIII be brought to the aforementioned study session. Should further information be needed, staff or a consultant could provide it. MICROFILMED The motion passed 5-0-1 (Councilmember Friedman abstained) . It was moved by Councilmember Haun, seconded by Councilmember Meland, that an assessment of salary structure/classifications/functions be prepared and brought to the Council by November 1 , 1992 and that all relev nt information on same, including the results of the City Managers' AssociatiW e provided to the Council at a study session as soon as it is completed, but in any event prior to the Nov. 1 , 1992 date. The motion passed 6-0. 6. Verified claims It was moved by Councilmember Jacobs, seconded by Councilmember Meland, to approve the list of verified claims prepared by the Director of Finance, dated Dec. 31 , 1991 in the following amounts and that the City Manager and City Treasurer be authorized to distribute checks in the appropriate amounts: Vendor claims: $506,167.51 ; Payroll claims: $24,356.55.
