Call to order Mayor Lyle Hanks called the meeting to order at 7:00 p.m. 2. Roll call Present were Councilmembers George Haun, Jeff Jacobs, Larry Mitchell and Lyle Hanks. Staff members present were City Manager, Director of Community Development, Director of Public Works, Chief of Police, Police Captain and the City Clerk. The procedure for requesting review of public records was reviewed. Discussion occurred and no changes in the procedure were requested. The possibility of a liquor amendment regarding limitation on the hours for promotions was discussed. The Council requested that staff develop a report indicating what hours contained the most alcohol-related traffic arrests and accidents. In addition, Council expressed interest in obtaining information on the nature of "special' that bar operators utilize in St. Louis Park. There did not appear to be support among the Council for a proposed amendment, but the above information is to be obtained. Change order #1 for Well 4 was discussed. The City Manager and Director of Public Works briefed the Council on this matter. The Council appeared supportive of paying NewMech the amount recommended in the staff memorandum at the Dec. 4 Council meeting. Staff was asked to have further discussions with Barr as to a larger cost participation role by Barr. The advantages and disadvantages of police utilization of the emergency vehicle pre-emption system were discussed. The staff memorandum relating to this subject was referenced. The Council felt that the Fire Department, in conjunction with the Department of Public Works, should prepare a plan for future expansion of the emergency vehicle pre-emption system. -The Council was satisfied with the report from the Police Department and agreed that the police would not utilize the system at present. The City Manager informed the Council that Councilmember Friedman had requested that the report on crosswalks be deferred for discussion at a later date. Some discussion of the crosswalk matter occurred with information being provided as part of Council discussion of the staff report on this matter. No decision or direction were provided. 111 Chief Mitchell was present for a briefing on the Metropolitan Communications Exploration effort now underway. As part of his presentation, Chief Mitchell provided the Council with a memorandum dated Nov. 25, 1991 dealing w'th municipal government radio options. In that memorandum, he identified eight decisions that the City of St. Louis Park would need to make in the foreseeable future regarding communication systems. III The status of the proposed zoning ordinance was reviewed and the Council agreed it would take a tour of selected sites at noon, Sunday, Dec. 1 , 1991 . The Council seemed to be in general agreement with the staff's categori- zation of issues that were: resolved, work-in-progress and further direction requested. Councilmember Mitchell noted that he did not fully agree that the adult use matter had been totally resolved. Councilmember Haun briefed the Council regarding continued and regular inquiries that he is receiving from Park Citizens Against Pornography. Councilmember Mitchell left the meeting at this point. On behalf of EDA President Keith Meland, the City Manager briefed the three Councilmembers who were present on discussions President Meland recently had with consultant Nick Trkla. The possibility of a working session with Trkla on Wed. afternoon, Dec. 11, was noted. Councilmember Haun expressed his dismay of not being available on that date and also indicated that he felt any such session should await the Dec. 17 meeting of the MPCA at which session the proposed plan of Park Nicollet Foundation is to be considered No conclusion as to the holding of such a meeting on Dec. 11 with Trkla was reached.
