MINUTES
LONG-RANGE PLANNING SESSION
ST. LOUIS PARK CITY COUNCIL
October 28, 1991
1 . Call to order
Mayor Hanks called the meeting to order at 7:00 p.m.
2. Roll call
The following Councilmembers were present: Jeff Jacobs, George Haun, Larry
Mitchell , Jane Tschida and Lyle Hanks.
Also present were the City Manager, Administrative Assistant, Director of
Parks and Recreation and Police Chief.
3. Proposed Police facility
Discussion was held with architect David Kroos of Boarman & Assoc. regarding
the Police facility. After considerable discussion, Council consensus appeared
to be that the alternative of a two-story facility over the existing parking
garage be dropped from consideration. Mr. Kroos was asked by the Council
to consider an alternate that would utilize the existing garage and result
in a one-story facility for the Police on the first floor of City Hall .
Kroos ink that he would be ready to discuss this alternative in a
30-minute wltrfle City Council on Monday, Nov. 4 prior to the EDA meeting.
4. City provision of cable tv services
;\ feasibility of the City assuming a role in the provision of cable television
services was discussed. After brief consideration, the Council decided that
it was not interested in such an approach.
5. Joint Powers Agreement: City/Community Education
The proposed Joint Powers Agreement (governance) approved by School District
283 and submitted to the Council by Jim Rhodes on Oct. 7, 1991 was discussed
in detail . Concerns expressed centered around areas such as the budgetary
cycle for Community Education, the makeup of the proposed Advisory Council ,
and the continued expectation on the part of District 283 that the City
would be involved in funding at its current level which approximates $200,000
annually. It was agreed that Councilmember Haun would contact board chair
Jim Rhodes and attempt to arrange a meeting of the respective Council and
Board members who have been working on the issues relating to Community
Education.
6. Request for neighborhood meeting
Councilmember Mitchell expressed his desire to have a neighborhood meeting

regarding the possible use of the larger dwelling at Westwood Hills Environmental

Education Center as a conference center. This matter will be considered
by the Council at its Nov. 4, 1991 meeting.
7. Proposed 1992 budget
Discussion occurred regarding the proposed 1992 budget. Managerial compensation
was discussed with the possibility of capping some positions mentioned.
This conversation occurred within the context of recognizing that performance
may be excellent, but there is a limit as to what the City can pay for a
given position. The City Manager indicated that since the October 2 study
session wherein the subject was discussed the Personnel Officer and he had
been working on revisions to the City's pay system that are reflective of
the Council 's desire. The Manager volunteered to "cost out" the conceptual
approach that is under consideration. He further noted that staff was considering
an approach for 1992 that would freeze the managerial pay schedule but allow
for movement within the schedule so that incumbents were not frozen.
In conjunction with budgetary discussion, the City' s supervisory level and
its Equipment Replacement Schedule were discussed.
8. Miscellaneous items
Miscellaneous items touched on as the meeting concluded entailed the possible
further privatization of Inspectional Services and the level of monitoring
regarding the elm injection program. III
9. Adjournment
The meeting adjourned at 9:22 p.m.
