CITY COUNCIL STUDY SESSION
January 15, 1990
1 . Call to order
The meeting was called to order by Mayor Lyle Hanks at 6:30 p.m.
2. Roll Call
The following members were present: Bruce Battaglia, Allen Friedman, George
Haun, Larry Mitchell , Jane Tschida and Lyle Hanks.
Also present were the City Manager, Assistant to the City Manager, Director
of Community Development and Planning Coordinator.
3. Presentation of Comprehensive Plan Goals and Policy Changes
Don Rye, Planning Coordinator, presented an overview of the changes to the
goals and policies of the Comprehensive Plan and reviewed the statement of
philosophy.
It was the consensus of the City Council to change Figure 4 (pg. 18)
III entitled "Land Use Compatibility" to reflect that multi-family residential
and single-family residential are generally incompatible land uses. It was
the consensus of the Council to remove Table V (pg. 36) entitled "Potential
Maximum Future Residential Development" from the Comprehensive Plan, but to
utilize it in the calculations regarding water and sewer utilization. It was
also the consensus of the Council to add a paragraph at the bottom of the
table explaining the purpose of the table.
It was the consensus of the Council to delete the phrase "Eliot Center for
the Arts" under the section entitled Community Centers and accurately
reference that building by its present name.
It was the consensus of the Council to direct staff to obtain updated
statistics related to subsidized housing from the Metropolitan Council and
to incorporate such language into the Comprehensive Plan.
It was the consensus of the Council to amend item II.F on page 46 to delete
the word "encourage" and replace it with the word "require."
It was also the consensus of the Council to amend IV.G on page 31 to delete
the word "encourage" and replace it with the word "promote."
It was the consensus of the Council to amend item V "Programs" on page 32 to
replace the phrase "residential structures" with "all housing units."
III It was the consensus of the Council to direct staff to develop modified
language to item IV.L on page 31 .
4. Presentation of Land Use Map Changes
Mr. Rye highlighted the areas of the land use map changes. It was the
consensus of the Council to await the Planning Commission's recommendation
pertaining to the vicinity of W. 36th St.
The City Council decided to schedule another study session to discuss the
land use map changes. This meeting would be set following the completion of
map review by the Planning Commission.
5. Adjournment
The meeting adjourned at 8:35 p.m.
