ST. LOUIS PARK CITY COUNCIL 6 -
September 10, 1990
111 1 . Call to order
Mayor Hanks called the meeting to order at 7:00 p.m.
2. Roll call
The following members were present: Bruce Battaglia, Allen Friedman, George
Haun, Keith Meland, Larry Mitchell , Jane Tschida, Lyle Hanks.
Also present were the City Manager and Assistant to the City Manager.
Various staff members attended portions of the meeting.
3. Joint meeting with Charter Commission
It was the consensus of the City Council to identify what constitutes a
majority of the Charter Commission. It was also agreed that the Charter
Commission reconvene
after Judge Levy has made the appointments filling vacancies. The commission
would then determine if the two outstanding issues can be resolved by means
of a revote.
4. 1-2 rental home inspections and licensing/pre-contract home inspections
The status of staff efforts regarding these matters was discussed. Council-
members provided their viewpoints.
5. Lawful gambling
It was the consensus of the Council to establish 75% of the monies be spent
in the trade area and to set up a meeting with all charitable gambling
operations.
6. Request by CIP for CDBG funding
It was the consensus of the Council to evaluate the setting in Anoka County,
to provide background information on CDBG funding and to set a public
hearing for Oct. 1 , 1990 to allocate $15,000 of Year XIV monies to CIP.
7. Marketing concepts for Rec Center
It was the consensus of the City Council to provide a business cost analysis
and to review in more detail items 2, 6, 8, 7, 9 and 10.
8. Westwood Hills Environmental Education Center
Council agreed with the Manager's intent to obtain an audit of the housing
arrangements over the past three years and to request recommendations for
the future should the City decide to remain in the housing business.
The meeting adjourned at 10:30 p.m.
