MINUTES
LONG-RANGE PLANNING SESSION
ST. LOUIS PARK CITY COUNCIL
February 12, 1990
1 . Call to order
The meeting was called to order by Mayor Lyle Hanks at 7: 10 p.m.
2. Roll call
The following members were present at roll call : Bruce Battaglia,
Larry Mitchell , Jane Tschida anc Lyle Hanks.
Also present were the City Manager, Assistant to the City Manager
and Director of Community Development.
3. Highway 7 corridor redevelopment site; Northeast corner of Hwy.
100/Excelsior Blvd.
The City Manager introduced Bill Morrish and Tom Martinson who gave
a presentation on the two redevelopment districts.
4. Hennepin West Intervention Project
Jeanne Erickson and Lori Klug were present from Hennepin West
Intervention Project. They explained how the program works and provided
the Council with an annual report.
5. Park Nicollet Medical Center
Joe Mitlyng and Dr. Jim Reinhardson were present to provide a history of
the Park Nicollet Center, its growth and the medical center's desire to
keep their headquarters in St. Louis Park. They also shared with the Council
schematic plans for future development and discussed alternative approaches
to expansion including the possible use of the EDA-owned land at the
northeast corner of Excelsior Blvd. and Hwy. 100.
6. Wayside House
Mary Hartmann and Earl Simons were present to provide the Council with a
status report for Wayside House activities. The City Attorney's comments
regarding forgiveness of taxes attributable to the tax increment finance
district were acknowledged.
7. Consolidation of three redevelopment districts
The Director of Community Development presented the proposal to merge the
three redevelopment districts, reviewed the benefits, highlighted the
issues and discussed the sale of bonds. There was a consensus of the Council
to remove a single family area in the vicinity of the St. Louis Park Senior
High school from the expanded redevelopment district; to include Excel-
sior Blvd. east to France Ave. ; and to include Minnetonka Blvd. from France
west to Hwy. 100.
8. Discussion with City Attorney
Lee Sheehy was present to discuss the working relationship between the
City Attorney's office and the City Council .
9. Other business
City-owned property adjacent to Sky Hill - It was the consensus of the
Council to explore the possibility of combining the City-owned property
with the proposed Nagel subdivision.
10. Adjournment
The meeting adjourned at 10:30 p.m.
