Call to order Mayor Hanks called the meeting to order at 7:00 p.m. 2. Roll call The following Councilmembers were present at roll call : Bruce Battaglia, George Haun, Keith Meland, Larry Mitchell , Jane Tschida and Lyle Hanks. Also present were the City Manager, Director of Community Development, Senior Planner, Director of Public Works, Administrative Asst. Bob Larson and Zoning Administrator Ernie Petersen. 3. Status report": City Prosecutor The Council received a status report from Mike Colich and Pete Cahill , City Prosecutors. Among the subjects discussed were the good working relationship that presently exists between the Prosecutor' s office and the St. Louis Park Police Department, domestic abuse, drug-related cases and the possibility of a more meaningful reporting format from the Prosecutor's office to the City Council . III4. Comprehensive Plan update The Council discussed the Comprehensive Plan update and agreed to hold a special study session on January 15, 1990 at 6:30 p.m. to continue its discussion of this subject. The Council briefly discussed land use and property tax data for the decade of the 80's. 5. Highway 7 design guidelines The Council discussed redevelopment design guidelines for Highway 7 with Councilmember Tschida obtaining Council agreement to direct staff to contact outside parties Morrish, Brown and Martinson. 6. Tax Increment Finance District Revenue Following discussion of a memorandum from staff, Council agreed to pursue recommendations dealing with collection and use of tax increment finance district revenue. 7. Cedar Lake Road Councilmember Mitchell briefed Council on his thoughts regarding Cedar Lake III Road, and staff was requested to develop a schematic regarding Cedar Lake Road. 8. Refuse/recycling A number of refuse-related subjects were discussed. Council asked staff to prepare a report on the advantages and disadvantages of a metered garbage program. The status of efforts to implement multi-family recycling was discussed as was the emerging issue of yard waste disposal . 9. Police Management Study 111 The Council seemed favorably inclined towards the City Manager's recommendation regarding the Police Management study and accepted a revised Scope of Work portion of the agreement with the Consultant stemming from a suggestion from Councilmember Friedman. One sentence in the revised Scope of Work portion of the Agreement was deleted. 10. State Government for a Day Council discussed the State Government for a Day program and concluded that the City should express interest in participation sometime during the winter of 1990-91 . 11 . Other business It was agreed that the Community Drug Awareness Committee would make a presenta- tion at the Council ' s Feb. 12 Long-range Planning session. 12.
