HomeMy WebLinkAbout1990/07/16 - ADMIN - Minutes - City Council - Joint NOTES FROM JOINT MEETING ST. LOUIS PARK CITY COUNCIL AND ST. LOUIS PARK BOARD OF EDUCATION JULY 16, 1990 1. The meeting was called to order at 5:50 pm by Mayor Lyle Hanks. The Council members present were Larry Mitchell , George Haun, Keith Meland, Allen Freidman, Jane Tschida and Bruce Battaglia. The School Board Members present were Betty Shaw, Geoff Driscoll , Mark Schwartz, Cari DeWall , Joyce Abramson, and Jim Rhodes. The Policy Advisory Council members present were Karen Reeves, Bill Dixon, Carl Holmstrom and Bridget Gothberg. Also present was Art Ingersoll . 2. School Board Chair Betty Shaw asked Superintendent Holmstrom to review the background materials distributed for the meeting. The material included a copy of the Joint Powers of Agreement, a memo comparing the agreement with existing Community Education laws and rules, some notes on the Community Education fund balance and a chart illustrating the amount of the fund balance by year. 3. A general discussion was held concerning the pending request for a City contribution to the 1990-91 Community Education program, the level of the anticipated Community Education fund balance and the process for involving the policy makers in the budget development process. The following items were mentioned during the discussion: ° A concern was expressed that the fund balance is higher than necessary. o A review of the Joint Powers Agreement shows that monthly financial reports are not made to the City Council and that the City Council has not been approving individual Community Education salaries. o Council members expressed a desire to have an opportunity to set policy or parameters for the growth and development of Community Education. School Board members agreed and expressed a willingness to encourage involvement. o The Advisory Council structure was reviewed. The structure involves program advisory councils, the City-Wide Advisory Council and the Policy Advisory Committee, which has representation from the School Board and the City Council . o Mention was made of a joint meeting usually held in January when the School Board and City Council provide early imput for the budget development process. o Concern was expressed that more involvement by the Council is needed prior to the January meeting. It was suggested that the Policy Advisory Committee focus attention at its ' next meeting on expanding the involvement process. o It was suggested that the School Board and City Council members express their specific ideas on th'e level of the fund balance to their PAC representatives for study and discussion. 4. The meeting was adjourned at 6:40, with the expectation that the Policy Advisory Committee will facilitate a continuation of these discussions. (These minutes prepared by School Board of Education)
