The Joint Meeting of the Policy Advisory Committee, School Board and City Council was called to order by PAC Chairperson Karen Reeves at 5:45 pm. The meeting was held in Room 211 in the Senior High School . City Council members present were: Lyle Hanks, Larry Mitchell , George Haun and Jane Tschida. School Board members present were: Betty Shaw, Mark Schwartz, Cari DeWall , Joyce Abramson, Geoff Driscoll and Jim Rhodes. PAC Members present were: Bill Dixon, Carl Holmstrom, Karen Reeves, Keith Jones, Chuck Sewall and Bridget Gothberg. Staff members present were: Cris Gears, Don Rambow and Art Ingersoll . 2. Karen Reeves welcomed the group for a discussion of the proposed Community Education budget for fiscal year 1990-91. 3. Community Education Director Bridget Gothberg mentioned the Budget Booklet which contains descriptive information about the Community Education program as well as the budget worksheets. The worksheets include figures which have been reviewed and recommended by the City-Wide Advisory Council and Policy Advisory Committee. 441n response to a question by Councilman Mitchell the budget approval process was reviewed. After recommendation by the two advisory groups the proposed budget is reviewed and approved by the City Council . The City Council action includes approval of the City's financial contribution to the Community Education budget. Finally, the Community Education budget becomes a part of the School District overall budget and is reviewed and adopted by the School Board. 4. Bridget Gothberg reviewed a memorandum listing major assumptions included in the budget worksheets. She also mentioned additional information which had been requested prior to the meeting by Council and School Board members. 5. Some of the items included in the general discussion were: a. An inquiry about the relative number of residents versus non-resident participants. b. The duties and activities of the Volunteer Coordinators. c. A concern about child care fee increases and the relative amount of anticipated year end balances in the child care programs. d. A review of the budget development process. e. A concern that tuition assistance should encourage participation in the child care program by low income families. f. A suggestion that a need assessment study focus on the child care needs of low income families. g. A suggestion that available funds be used to identify and encourage low income family participation in the Early Childhood Family Education Program. h. A suggestion that there be coordination between the school staff and the child care staff in the identification of families who might have needs for child care and Early Childhood Family Education. i . A suggestion that the City Council and the School Board again meet with PAC in January to provide initial imput into the budget planning process for next year. 6. The meeting was adjourned at 7:05 pm.
