HomeMy WebLinkAbout1989/04/24 - ADMIN - Minutes - City Council - Study Session MINUTES CITY COUNCIL STUDY SESSION ST. LOUIS PARK, MINNESOTA April 24, 1989 1 . Call to order The meeting was called to order by Mayor Lyle Hanks at 7:00 p.m. 2. Roll call The following Councilmembers were present at roll call : Bruce Battaglia, Thomas Duffy, Allen Friedman, Larry Mitchell and Lyle Hanks. Also present were the City Manager, Director of Parks and Recreation, Parks Superintendent, Director of Public Works and Superintendent of Engineering. 3. Discussion re proposal to upgrade playground at Susan Lindgren School The City Manager referenced the memo before Council relating to a request for playground upgrade and equipment installation at Susan Lindgren School . The Council agreed to a procedure whereby unbudgeted funding requests must first go to the City Manager for Council notification and perhaps then be forwarded to the appropriate board/commission rather than coming directly to Council . Budgeted projects that generate requests for review or modification can be referred to boards and commissions and thereafter forwarded to the City Council as needed. Councilmember Friedman suggested the item be considered for inclusion in the City' s 1990 Capital Improvement Program. Mayor Hanks suggested that City staff and School Board staff work together on the proposal . Councilmember Friedman did not understand how the City could use City forces to do this work unless staff could divert other projects in the budget. Dick Duthler, representing School District 283, was present. In answer to a question from Council , he said the District had received a request from Susan Lindgren for $40,000 for this project. The site committee was concerned about erosion problems on the property and felt it appropriate the City become involved as City property is partially involved. He said the proposal has been discussed for about the last six months by District 283. Councilmember Mitchell asked that the item be placed on the May 1 Council agenda. 4. Review of proposed 1989-91 Capital Improvements Program The Director of Public Works and Superintendent of Engineering reviewed -1 - Council study session April 24, 1989 the proposed 1989 CIP. The Director noted that projects in the CIP would11/ come to Council for approval on an individual basis for contract approval . The City Manager noted that the 1990 CIP would be incorporated into the 1990 budget. 5. Discussion of process re selection of new City Council member Councilmember Mitchell felt the names of all candidates should be publicized and that all should be interviewed by Council . Mayor Hanks concurred. It was decided that interviews would be held by Council on Tuesday and Wednesday evenings, May 2 and 3, from 7:00-9:00 p.m. 6. Other business The City Manager provided Council with two recent court decisions involving a former City employee. He said the Police union steward had requested in a letter to Mayor Hanks to address the City Council on May 1 .
