HomeMy WebLinkAbout1989/02/21 - ADMIN - Minutes - City Council - Study Session MINUTES III CITY COUNCIL STUDY SESSION ST. LOUIS PARK, MINNESOTA 1 February 21, 1989 I 1 . Call to Order The meeting was called to order at 7:00 p.m. by Mayor Pro Tem Keith Meland. 2. Roll Call The following Council members were present at roll call : Bruce Battaglia, Allen Friedman, Larry Mitchell , David Strand and Keith Meland. Also present were the City Manager and Assistant to the City Manager. 3. League of Minnesota Cities insurance compensation The City Manager informed the City Council that this item would not require Council action. He stated staff will take the necessary steps to ensure that the insurance coverage is in place. 4. Department study IIIThe City Manager recommended the City not conduct a departmental study during 1989 for the following reasons: 1 . With a new City Manager, an informal study of departments is presently occurring. 2. There have been a number of changes in top personnel . 3. The City would save $30,000. Councilmember Strand said the departmental studies have been worthwhile in the past and his preference would be to continue the program should no study occur in 1989. Councilmember Meland stated that there is a continuing study of the Finance department in the form of an annual audit. It was the consensus of the Council not to conduct a departmental study for 1989. 5. Council retreat The City Manager highlighted the report that was submitted to the Council . It was the consensus of Council to conduct the retreat beginning in the IIevening and continuing the following full day. It was the consensus of the Council to hold the spring retreat the evening of April 6 and continuing all day on April 7. Mayor Pro Tem said the timeframe could be adjusted contingent upon the agenda. Study session minutes III Feb. 21 , 1989 Councilmember Battaglia stated his preference was not to revise the goals established at the retreat in 1988. His preference would be to look at financial planning and long-range planning. He suggested that when Council meets with department heads that they be asked to present their long-range plans for their respective departments. The City Manager responded that as the date for the retreat approaches, a preliminary agenda will be provided to the City Council . It was the consensus of the City Council not to hold a study session on Feb. 27, 1989. The Council recommended discussing health insurance and recyling at some point prior to the regular City Council meeting on March 6. 6.
