Call to order Mayor Lyle Hanks called the meeting to order at 7:00 p.m. 2. Roll call The following Council members were present: Bruce Battaglia, Allen Friedman, Keith Meland, Larry Mitchell , Jane Tschida and Lyle Hanks. Also present were the City Manager, Assistant to the City Manager, Director of Finance, Assistant Director of Finance, Personnel Officer and Communications Specialist. 3. Proposed 1990 budget The Council reviewed the proposed 1990 budget and considered four options regarding the tax levy for 1990. Following discussion, the Council seemed inclined to favor Option 4. However, the Council reviewed a number of expenditure reductions that would result in a savings of $306,000. Council discussed the Truth in Taxation schedule for 1990. The Council agreed with staff' s recommendation and selected the dates of November 29 and alterna- tively November 30 for the public hearing. 4. Employee health insurance for 1990 Council reviewed the memo from Personnel Officer Wally Wysopal . In general , Council agreed with the recommendations in the memo. Staff was asked to refine the proposed early retirement program that was recommended in the memo. 5. City Logo Following a presentation by Lynn Schwartz, Communications Specialist, the Council appeared to favor modifying the existing City logo to make it more contemporary. Specifically, the option that builds on the current logo was selected for use by the City. 6. Request from Councilmember Tschida a. Council expressed its willingness to fund the local share of traffic signal upgrade on Excelsior Blvd. if the County can provide its funding prior to 1992. b. It was noted that the Comprehensive Plan update would review to some extent the economic feasibility of eliminating strip zoning on Excelsior Blvd. and relocating the affected businesses. c. .The Council agreed philosophically with an approach known as "land banking" III but also indicated that activity in this area would be tempered by financial reality both in terms of land acquisition and maintenance of land. 7.
