Call to order The meeting was called to order at 7:30 p.m. by Mayor Lyle Hanks. 2. Roll call The following members were present at roll call : Keith Meland, Jane Tschida, Tom Duffy, and Lyle Hanks. Also present were the City Manager and Assistant to the City Manager. 3. Approval of agenda It was moved by Councilmember Meland, seconded by Councilmember Duffy, to approve the agenda for August 14, 1989. The motion passed unanimously. 4a-,Investment Institutions Resolution 89-1T9 It was moved by Councilmember Duffy, seconded by Councilmember Tschida to adopt Resolution 89-119 entitled "A resolution authorizing entry into a joint powers agreement in the form of a declaration of trust establishing an entity known as "Minnesota Money Market Fund" and authorizing participation in certain investment programs in connection therewith." The motion passed 4-0. 5. Approval of final proposed tax levy Resolution 89-118 It was moved by Councilmember Duffy, seconded by Councilmember Meland, to adopt Resolution 89-118 entitled "Resolution approving final proposed 1989 tax levy, collectible in 1990 and approving final proposed 1990 budget " and to schedule a public hearing for September 18, 1989. The motion passed 4-0. 6. National Community Education Conference ?,It was moved by Councilmember Duffy, seconded by Councilmember Tschida, to authorize conference and related expenses for Councilmember Meland and the City representative ' s attendance to the conference. Councilmember Friedman arrived at 7:40 p.m. Councilmember Friedman inquired as to whatbgoverns requiring a primary election when three or more candidates run for an office. It was the consensus of the City Council to have the City Attorney review State Statutes to determine whether or not such language is required by Statute.
