CITY COUNCIL MEETING
ST. LOUIS PARK, MINNESOTA
July 31, 1989
1 . Call to order
Mayor Lyle Hanks called the meeting to order at 7:30 p.m.
2. Roll call
The following Council members were present at roll call : Bruce Battaglia,
Thomas Duffy, Keith Meland, Larry Mitchell and Lyle Hanks.
Also present were the City Manager and Director of Community Development.
3. Approval of agenda for July 31 , 1989
It was moved by Councilmember Duffy, seconded by Councilmember Battaglia,
to approve the agenda for July 31 , 1989.
The motion passed 5-0.
111 4. Resolutions and ordinances
a. Resolution approving preliminary 1989 tax levy, collectible in 1990
and adopting preliminary 1990 proposed budget - Resolution 89-107
The City Manager gave a brief update on the budget process. He took particular
note that there was only a one percent decrease in the property tax from
1989.
Councilmember Battaglia noted the difficulty of pulling a budget together
with no definite figures of what to expect from the State.
Councilmember Meland complimented the City Manager and Finance Department
staff for their work on the budget.
It was moved by Councilmember Meland, seconded by Councilmember Duffy,
to adopt Resolution 89-107 entitled "Resolution approving preliminary
1989 tax levy, collectible in 1990 and adopting preliminary 1990 proposed
budget. "
The motion passed 5-0.
b. Sholom Home West - Resolution 89-106
It was moved by Councilmember Meland, seconded by Councilmember Battaglia,
to adopt Resolution 89-106 entitled "Resolution authorizing a project
under Minnesota Statutes, Sections 469. 152-469. 165 and the sale and issuance
of nursing home revenue bonds (Sholom Home West project) , Series 1989
and authorizing the execution and delivery of the bonds and necessary
documents. "
The motion passed 5-0.

c. Minor amendment: Sholom Home West - Resolution 89-108
It was moved by Councilmember Meland, seconded by Councilmember Duffy,
to adopt Resolution 89-108 entitled "A resolution rescinding Resolution
89-36 adopted on April 3, 1989 and granting special permit under Section
14-124. 101 (2) of the St. Louis Park ordinance code relating to zoning
to allow the construction of a nursing home at 3620 Decatur Ave."
The motion passed 5-0.
d. Minor amendment - Cityscape - Resolution 89-109
Councilmember Mitchell said he would be abstaining on this item because
of a possible conflict involving his employer.
Bryan Weber said the minor changes involved the exterior finish of the
buildings, some minor revisions in interior layout and reorientation
of the swimming pool .
It was moved by Councilmember Duffy, seconded by Councilmember Battaglia,
to adopt resolution 89-109 entitled "A resolution rescinding Resolution
88-139 adopted on September 19, 1988 and granting special permit under
Section 14-124. 101 of the St. Louis Park ordinance code relating to zoning
to allow construction of a 156 unit apartment building at 5665 Hwy. 7
now known as 5757 Hwy. 7."
The motion passed 4-0-1 (Councilmember Mitchell abstained) .
5. Adjournment
It was moved by Councilmember Duffy, seconded by Councilmember Battaglia,
to adjourn the meeting at 7:50 p.m. The motion passed unanimously.
