MINUTES
SPECIAL CITY COUNCIL MEETING
MAY 22, 1989
111 I. Call to Order
The meeting was called to order by Mayor Lyle Hanks at 7:40
p.m.
II. Roll Call
The following members were present at roll call:
Councilmembers Battaglia, Duffy, Friedman, Meland, Tschida
and Lyle Hanks. Also present was the City Manager and the
Assistant to the City Manager. The Finance Director,
Assistant Finance Director, Personnel Officer and the
Administrative Assistant in Public Works were also present.
III . Approval of Agenda
It was moved by Councilmember Friedman, seconded by
Councilmember Meland to approve the agenda for the meeting.
The motion passed 6-0.
IV. Items Regarding Economic Development Authority
A. It was moved by Councilmember Meland, seconded by
Councilmember Battaglia to waive the first reading and
adopt a resolution amending and reinstating Resolution
135-88 reorganizing the Housing and Redevelopment
Authority of St. Louis Park. The motion passed 6-0.
B. It was moved by Councilmember Meland, seconded by
Councilmember Battaglia to waive first reading and
adopt the resolution approving and adopting laws in
Minnesota 1989, Chapter 80, supporting the renaming of
the Housing and Redevelopment Authority of St. Louis
Park, Minnesota to the Housing Authority of St. Louis
Park, Minnesota and authorizing the recording of
certain deeds. The motion passed 6-0.
V. Recycling
A. It was moved by Councilmember Meland, seconded by
Councilmember Duffy to authorize the Mayor, City
Attorney and the City Manager to execute the two
addendums to the refuse contract with Woodlake
Sanitation effective June 1, 1989 subject to minor
modification suggested by of the City Attorney.
The motion passed 6/0.

B. - It was moved by Councilmember Battaglia, seconded by
Councilmember Duffy to waive first reading of an
ordinance setting refuse rates for bills issued on and
after July 1, 1989 and set second reading for June 5,
1989. The Council selected a rate structure described
as Option 1 in the staff report. That option would
continue the fee for service concept.
VI. Other Business
The Mayor reported that the West Hennepin Human
Services Board is in need of a representative from St.
Louis Park. It was the consensus of the Council to
advertise and the City Council should interview any and
all interested candidates.
The Mayor also reported that the Hennepin County Fair
is looking for donations from communities within
Hennepin County and recommended that it be placed in
the budget for Council consideration at that time. The
Mayor's recommendation was supported by the City
Council.
VII. Adjournment
It was moved by Councilmember Meland, seconded by
Councilmember Battaglia to adjourn. The meeting was
adjoured at 8:20 p.m.
