CITY COUNCIL
ST. LOUIS PARK, MINNESOTA
YEAR-END MEETING
December 28,, 1989
1 . Call to order
Mayor Pro Tem Keith Meland called the meeting to order at 11 :30 a.m.
2. Roll call
The following Councilmembers were present at roll call : Bruce Battaglia,
Allen Friedman, George Haun, Keith Meland and Jane Tschida.
Also present were the City Manager, Director of Finance, Director of Inspect-
ions and City Clerk.
3. Approval of agenda
It was moved by Councilmember Tschida, seconded by Councilmember Battaglia,
to approve the agenda for December 28, 1989. The motion passed 5-0.
111 4. Second reading of an ordinance changing the St. Louis Park Ordinance
Code by amending and adding requirements for the licensing of plumbers,
gas, heating, cooling and ventilating trades by amending and adding
certain sections
Councilmember Battaglia asked if plumbers would now be required to have
two licenses. The Director of Inspections said yes, that this was in line
with State requirements.
Councilmember Haun felt this ordinance change would provide an opportunity
for more people to be employed doing plumbing.
Councilmember Battaglia said he'd like the whole licensing area be brought
to a study session.
It was moved by Councilmember Friedman, seconded by Councilmember Haun,
to adopt the Ordinance, No. 1817-89, An ordinance changing the St. Louis
Park Ordinance Code by amending and adding requirements for the licensing
of plumbers, gas, heating, cooling and ventilating trades by amending
Sections 13-210, 13-211 , 13-212, 13-220, 13-230, 13-231 and adding Sections
13-210.101 , 13-210.102, 13-212.101 , 13-212.102, 13-213, 13-222, 13-222. 101
and 13-222.102.
The motion passed 5-0.
V. Approval of vendor claims
It was moved by Councilmember Battaglia, seconded by Councilmember Tschida,
to approve the vendor claims.
Councilmember Friedman had a number of questions on the claims list, and
the City Manager said he would provide him with the answers.
The motion passed 5-0.

VI. Other business
Councilmember Friedman referenced the letter from Mark Andrews and said
he was confused because Mr. Andrews was offering assistance when that
was what the City had written to him about.
The City Manager said staff would follow-up.
The schedule of upcoming meetings was discussed.
VII. Adjournment
It was moved by Councilmember Haun, seconded by Councilmember Battaglia,
that the meeting be adjourned at 11 :43 a.m. The motion passed 5-0.
