MINUTES
LONG-RANGE PLANNING SESSION
ST. LOUIS PARK CITY COUNCIL
December 11 , 1989
1 . Call to Order
The meeting was called to order at 7:00 p.m. by Mayor Lyle Hanks.
2. Roll Call
The following members were present at roll call : Bruce Battaglia, George
Haun, Allen Friedman, Larry Mitchell , Jane Tschida, Lyle Hanks.
Also present were the City Manager, Assistant to the City Manager, City
Attorney and Chief of Police.
3. Legislation re cigarette vending machines
Suesan Pace-Shapiro, City Attorney' s office, was present to highlight informa-
tion to support a City position to institute banning cigarette vending
machines. She introduced Dr. Gene Forester, Epidemiologist for the University
III of Minnesota, who worked on a study that led to the ordinance developed
in the City of White Bear Lake.
The City Attorney was asked the constitutionality of adopting such an ordinance.
She responded that it would be in the City's authority for the purposes
of health, safety and welfare of the community.
It was the consensus of the City Council to direct the City Manager's office
to prepare an ordinance creating a total ban on cigarette vending machines
in St. Louis Park and set first reading on January 16, 1990.
4. Drug enforcement in St. Louis Park
The Police Chief was present to make a presentation on the level of narcotics
activity in St. Louis Park and what trends the Police Department is seeing.
5. Permit to carry hand guns
The Police Chief discussed the existing Police Department policy in issuing
permits to carry hand guns. It was the consensus of the City Council to
support the continuation of the existing conservative policy regarding
issuance of permits to carry hand guns.
6. Analysis of arrangement with Hennepin County for health inspections
The Director of Inspections was present to discuss this item with the City
Council .
It was the consensus of the Council to bring this item back to the Council
with a comparison of municipalities which have internal health inspection
departments and those that utilize the County services. The Council requested
some additional information in this regard.

7. Rental housing inspections
It was the consensus of the Council to refer to staff the development of
an ordinance that would require the licensing of rental single family and
duplex homes.
8. Mortgage revenue bonds
It was the consensus of the Council to support single family mortgage revenue
bonds. The Council also requested information with respect to the responsibili-
ty and authority of the Housing Authority.
9. Fire pension consolidation
Ed Burek, representative of the legislative commission on Pension and Retire-
ment, was present to discuss this item together with members of the Fire
Relief Association.
10. Offer from Met Council rep to arrange for Council briefing
The Council recommended that the City Manager contact the Met Council requesting
a written briefing for the City Council .
10. Other business
a. Request of AMM to select a Council representative to serve as legislative
liaison - It was the consensus of Council to appoint Bruce Battaglia as
legislative liaison.
b. Boards and commissions - It was the consensus of Council to modify the
appointment procedure to boards and commissions. Henceforth, staff will
notify Council of expiration of a term(s) prior to soliciting the interest
of commission members for reappointment.
c. Future long-range planning meetings - The following items were discussed
as potential items for long-range planning meetings:
- traffic along Cedar Lake Rd.
- 10-year study of zoning and Comprehensive Plan
- recycling to include status of multi-family recycling
- consideration of recycling collection every other week
- composting
- metered garbage
11 . Adjournment
The meeting adjourned at 10:00 p.m.
