PUBLIC HEARING
PROPOSED 1990 TAX LEVY/BUDGET
ST. LOUIS PARK, MINNESOTA
Wednesday, November 29, 1989
III 7:00 p.m.
1 . Call to order
Mayor Hanks called the public hearing to order at 7:00 p.m.
2. Roll call
The following Councilmembers were in attendance: Allen Friedman, Jane Tschida,
Larry Mitchell and Lyle Hanks.
Also present were the City Manager, Director of Finance, Assistant Director
of Finance and Assistant to the City Manager.
3. Purpose of meeting
Mayor Hanks briefly explained the purpose of the public hearing. Originally,
the City had developed the 1990 budget and planned on a 1% cut in property
taxes. Thereafter, the State Legislature held a special session, the result
of which was reallocating tax dollars from cities to School Districts.
At the close of the session, the net result to St. Louis Park was a loss
of $1 .6 million in Local Government Aid to the City and the School District
gained approximately $1 .2 million in aid. The School District will rleduce
IIIits share of property taxes and the City will increase it.
4. Background remards by City Manager
The City Manager referenced the Property Tax Fact Sheet and briefly reviewed
its content.
At the conclusion of the City Manager's remarks, the Mayor called upon the
members of the audience wishing to speak.
The following individuals addressed the Council : Rolf Friskey, 2620 Jersey;
Al Hyster, 2630 Jersey; Leonard Aberle, 3345 Decatur Lane; Ed Ballard, 2940
Georgia; Robert Swanson, 7700 W. 24th St. ; Jerry Erickson, 8206 Virginia
Circle No. ; Marie Hartmann, 3700 Colorado Ave. ; Barbara MacLeod, 3026 S.
Salem; and Lyle Ferch, 1633 Nevada Ave. Rep. Gloria Segal also addressed the
Council ., as well as Sara Younger, Vince Pecarraro, Dianne Pecarraro and Elmer Meyer.
The Director of Finance briefly discussed the State mandates governing increase/
decrease in a City's levy limits.
It was moved by Councilmember Friedman, seconded by Councilmember Tschida,
to continue the hearing to 7:30 p.m. , Monday, Dec. 4, 1989. The motion passed
unanimously.
5. Adjournment
It was moved by Councilmember Friedman, seconded by Councilmember Tschida,
to adjourn the meeting at 8:30 p.m.
