Call to order Mayor Lyle Hanks called the meeting to order at 6:00 p.m. 2. Roll call The following Councilmembers were present at roll call : Bruce Battaglia, Thomas Duffy, Allen Friedman, Keith Meland, Jane Tschida and Lyle Hanks. Also present were the City Manager, the Director of Finance, Assistant Director of Finance and Assistant to the City Manager. PUBLIC HEARING 3a. Truth in Taxation 1990 budget The City Manager provided an overview as to the 1990 proposed budget and the status of the procedures. Given the recent actionofthe Legislature, Mayor Hanks noted staff will continue its review of the budget as additional information becomes available, withhold- ing final decisions at a later date. Councilmember Mitchell arrived at 6: 15 p.m. Sarah Younger, 2810 Glenhurst Ave. said she never saw the notice in the St. Louis Park paper, the Sailor. She said the notice was in the regular Minneapolis paper. She said lots of residents don't get the Minneapolis paper. The City Manager shared Mrs. Younger 's concern. It would have been the City's preference to place the ad in the Sailor because it is delivered to all residents of the community. However, State law dictated that it must be in a paper of paid circulation and a daily newspaper which precluded most cities from publishing in any free or weekly paper such as the Sailor is. The only option was to place the notice in the Community Section of the Minneapolis paper. Councilmember Friedman said that since another hearing is to be held, he would suggest that the notice appear in both papers. The Council agreed. Mrs. Younger said 6:00 p.m. was an unreasonable time to hold a hearing. People are just getting home from work and with all the construction, they are usually delayed. She did not think the meeting should be held before 7:00 p.m. The City Manager stated the meeting time was a byproduct of current State law which states all municipalities, the RTB and other governmental agenciesIII are required to have similar hearings. The County is the clearing house for scheduling dates and times because no governmental body can have its hearing at the same time as another body. Municipalities have last choice for date and time, and tonight was the date given us by the County. He said he felt a 6:00 p.m. meeting could be avoided in the future, but the City may be stuck with a night other than the regular Monday night. The 6:00 meeting time was necessitated by a 7:30 Planning Commission meeting previously scheduled in chambers. Mrs. Younger asked what kind of decrease could they expect. Mayor Hanks said there was no way to speculate on that at this time. Councilmember Tschida felt if it was at all possible notice of the next hearing should be published in the "Park Perspective."
