Call to order The meeting was called to order at 7:00 p.m. 2. Roll call The following Councilmembers were present at roll call : Bruce Battaglia, Thomas Duffy, Allen Friedman, Keith Meland, Larry Mitchell , David Strand and Lyle Hanks. Also present were the Acting City Manager, Assistant to the City Manager and the Director of Public Works. 4. Hwy. 100/I-394 update The Acting City Manager stated her latest communication with MnDOT regarding the southeast quadrant of Hwy. 100/1-394 is that if there is no drainage pond for the area, MnDOT will not proceed with the purchase of the homes. She also stated that Bill Crawford of MnDOT inquired about the City's interest in purchasing the homes rather than MnDOT purchasing the homes. The Director 4111 of Public Works highlighted two areas of concern and recommended that the City work with MEPC to incorporate ponding into their master development plan. The Mayor asked whether any drainage occurs on the property on the west side of Hwy. 100 which runs off to the south. The Director stated that it is separated by the railroad and that most of the drainage ' comes from the industrial park to the west. Councilmember Meland asked where the drainage enters into Bassett Creek. The Director stated he did not know. Councilmember Friedman asked whether the City would have to do something regardless of the 1-394 construction. Councilmember Meland responded the area has been a problem area for a long time. Councilmember Friedman asked what happens if there is no drainage pond and the homes are bought. Director Grube stated that the homes will stay and will either be resold or rented out. The Council directed staff to work with MnDOT to deyelop the various alternatives and costs providing drainage and a sound well' in this area. Council also discussed the option of MnDOT buying the homes,\enting them out during construction and then selling them.
