MINUTES
CITY COUNCIL STUDY SESSION
ST. LOUIS PARK, MINNESOTA
July 18, 1988
1. Call to order
Mayor Hanks called the meeting to order at 6:30 p.m.
2. Roll call
The following Council members were present: Bruce Battaglia, Tom Duffy,
Allen Friedman, Larry Mitchell , and David Strand.
Also present were the Acting City Manager, Assistant to the City Manager
and Jim Brimeyer, consultant.
3. Planning Department/HRA study
Jim Brimeyer highlighted the three issues he foresaw that were before the
City Council .
1 . The role of the Council in the area of redevelopment.
4111 2. The role of the City Council in the area of housing. and the City Council 's
policy regarding housing.
3. The potential to reorganize the City's Planning Department and Housing
and Redevelopment Authority.
He added that each successive issue is contingent upon the issue prior to
it. He stated that the staffing levels of the two departments should also
be reviewed.
Councilmember Friedman asked what the teambuilding would be for. Mr. Brimeyer
responded that it would be a session conducted by Jim Mercer for the departments.
Councilmember Friedman asked how does governance fall into the implementation
scheme. Mr. Brimeyer responded that the purpose would be to take the focus
off administrative issues and for the City Council to focus on policies.
Councilmember Friedman stated that the City Council should first decided
whether it wants to make a change and if so, then review the alternatives
for implementing the change. Mr. Brimeyer stated that was the idea behind
setting up a timetable to keep it on track.
Mayor Hanks stated he felt it was important that the Council look at all
issues before making a decision. He further specified that he would like

information with respect to the time commitment and issues of public housing.
Bruce Battaglia stated there is a consensus to move forward and asked Mr.
Brimeyer his recommendations to accomplish the first three issues he outlined.
Mr. Brimeyer responded that he would recommend a discipline like Nominal
Group Technique.
Mayor Hanks asked staff to research whether the state statutes require a

minimum or maximum number of members, whether there was statutory authority
for two separate boards (Housing and Redevelopment) , whether the board could
be advisory and whether the commission could be comprised of existing membership
and all Council members.
The City Council then decided that they would meet on July 26 at 6:00 p.m.
and invite the Executive Director of the HRA, and then meet with the HRA.
Following those two discussion, Council would hold a discussion amongst
themselves as to the implementation.
There being no further discussion, the meeting adjourned at 7:20 p.m.
