Call to order The meeting was called to order by Mayor Pro Tem Keith Meland. at 5:30 p.m. 2. Roll Call The following members were present at roll call : Bruce Battaglia, Tom Duffy, Larry Mitchell , Keith Meland. Also present were the City Manager, Assistant City Manager, Assistant to the City Manager and Planning Director. 3. Virginia Ave. project John Smith, the developer for the project, and John Schomburg, the attorney representing the developer, were present to explain their most recent proposal submitted to the City and opened questions for the Council . Bruce Battaglia asked whether or not there would be access from Virginia 4111 Ave. Mr. Smith that there would be for visitors and visitor parking. Keith Meland asked how many units in the apartment building were planned. Mr. Smith responded 130 units. Mr. Meland asked how much underground parking would be provided, and Mr. Smith responded approximately one stall per unit. The City Manager asked whether or not the developer could build higher than three stories. Mr. Smith responded that it would be difficult and he desired to preserve the vegetation. Tom Duffy inquired as to the location of the pedestrian way. Mr. Smith described the location of the pedestrian way in the project. Mr. Smith then commented on the type of materials to be used for the buildings and stated that the same materials would be used for both the apartment building and the industrial building. The City Manager inquired as to how trucks would be prevented from accessing Texas Ave. Mr. Smith responded that he would devise a method to keep the trucks out. Mr. Battaglia asked whether or not other options were considered. Mr. Smith responded that he look at townhomes but the number of garages that. would be required to construct to meet the market demand lowered 411/ the density to an unacceptable point. Other options did not provide for an exciting scheme and any other concept that was considered did not provide the density to make the site work. Mr. Battaglia asked whether or not the major buffer between the site and the neighborhood was the pond. Mr. Smith responded it was and additional landscaping was planned. Mr. Meland recommended continuing the meeting to the July 5, 1988 public hearing and asked for a traffic analysis to be available at that meeting. 4. Decision packages The City Manager discussed the list of decision packages distributed to the City Council and highlighted some of the key areas. The Council directed the City Manager to incorporate into the budget process an additional sanitarian either on a part-time or contractual basis. The Council also discussed the community bulleting board and recommended that a service organization sponsor such a project.
