MINUTES
STUDY SESSION
ST. LOUIS PARK CITY COUNCIL
May 23, 1988
, 1 . Call to order
Mayor Hanks called the meeting to order at 6:30 p.m.
2. Roll call
The following members were present at roll call : Bruce Battaglia, Thomas
Duffy, Keith Meland, Larry Mitchell , David Strand and Lyle Hanks.
3. Joint meeting with HRA
The Council set Monday, June 6, 1988 at 6:30 p.m. to meet jointly with
the Housing and Redevelopment Authority.
4. Long-range planning issues
The City Council discussed the 11 issues outlined in staff's report. The
City Manager suggested that the Council develop and agree upon a framework
111 for the methodology, i .e. what Council would like to see, when they would
like to see it done and then establish the criteria that will achieve the
desired outcome.
Conduct a study on a blighted neighborhood - develop a program to mitigate the
blight; prevention measures; identify the warning signs; establish criteria
that identifies "opportunity neighborhoods"; basis for making comparison for
change from outside influences and those neighborhoods that do not change; what
impact there is by influences from outside the neighborhood.
The City Council identified pursuing a public/private partnership where the City
will improve public space and expect the property owners to abide by City
ordinances. The City Council recommended that staff pursue a case study
on blighted neighborhoods and the relationship between crime and rental
housing by bringing back to the Council several ways to approach this study
and recommend to Council how to approach this study.
Develop legislation regarding the pay equity law
The City Council recommended that staff prepare a report for the June 13
study session.
Develop a drug program that cuts across departments including police, parks
and recreation and community education
1110 The City Council recommended that a joint task force of City Council members
and school district members be formed with a completion date in six months.
The Mayor offered to contact the individual working with drugs at the school
for a written proposal as to how she sees things being done, the parameters
and the outcomes.

Develop a plan for meeting the requirements of the SARA Act

The Council recommended that the Fire department develop a plan and report
back to the City Council in three months.
Analyze the domestic abuse cases handled by the prosecutor and the Police
department
Council recommended that the Police department prepare a report for the
City Council within 60 days. The issues that the City Council identified
were: how many cases; what kind; and how handled; the disposition; volunteer
safe houses/how we deal with the victims' side and alternatives. The Council
recommended information for the last 12 months or some meaningful period
for evaluation.
Develop a contingency plan in the event of federal or state revenue reductions
The Council recommended to review expenses at budget time or approximately
30 days. It was suggested that the Finance Director identify options for
the Council to review the alternatives to use previous
models for contingency planning and review revenue enhancers including
the sources, the timeframe and the possible dollars produced.
Study the billing process for water/sewer/refuse rates
Council directed staff to incorporate into the 1989 budget a process identifying
cash flow perceptions of lowering costs to residents.
Establish a street reconstruction program in the Capital Improvement budget
The Council directed the Public Works department to develop a repair/rehabili-
tation and replacement program to be completed within six months.
Develop a beautification/image program for the City
The City Council grouped this item with the issue of blighted neighborhoods
and a relationship between crime and rental housing. Council recommended
placing this item on the June 27 long-range planning session and to identify
a correlation between blighted neighborhoods and crime and rental housing; to
resurrect the map identifying rental units within the City and to be provided
with a list of existing ordinances related to enforcement. The Council
identified a need to develop a better ordinance to maintain the housing
stock when a problem is identified.
As a sub-point of beautification, Council discussed the entrance at the
triangle of Minnetonka and Hwy. 7. In general , the Council discussed the
issues of park signage, a logo for City properties, litter control , landscaping/
maintenance standards and trailers being used for storage.
Develop a customer service program through the management information system
City Council recommended that staff place this item in the 1989 budget.
