111) ST. LOUIS PARK CITY COUNCIL
April 20, 1987
1 . Call to Order
The meeting was called to order at 6: 15 p.m.
2. Roll Call
The following members were present at roll call : Ronald Backes, Keith
Meland, Mayor Lyle Hanks.
Also present were the City Manager, Assistant City Manager, the Administrative
Assistant, the Directors of Public Works, Parks and Recreation and Planning
were also present.
The Director of Public Works presented the following 1988 Capital Improvement
Program (CIP) to the City Council .
Streets: Wooddale Ave./Hwy. 7 frontage road was identified as a top priority.
The frontage road would be from the railroad bridge to McGarvey Coffee; realign-
ment of the south approach to Hwy. 7 with Belt Line Blvd. connection;
110 upgrading of Hwy. 7 south frontage road from Joppa to Monterey Avenues
and Princeton to Raleigh Avenues; reconstruction of Louisiana Ave. from
Cedar Lake Rd. to W. 14th St. ; reconstruction of Texas Ave. from 28th
St. to 36th St.
Councilman Meland asked whether the sanitary sewer and watermain work
would be done prior to the street project. The Director indicated that
it would.
Reconstruction of Texas Ave. from 36th St. to Hwy. 7. This project would
be completed prior to the Lousiana Ave. street project.
Reconstruction of Hwy. 7 north frontage road from Joppa Ave. to Natchez
Ave. ; permanent curb and gutter for Monitor St. south of Lake St. ; pavement
curb and gutter for Parker Lane to Parker Rd. ; paving, curb and gutter
on France Ave. from Excelsior Blvd. to W. 49St. (this project previously
scheduled for 1987 was delayed by the City of Minneapolis) .
Councilman Meland inquired as to whether another public hearing would
be required. The Director of Public Works stated that another public
hearing would be required and another neighborhood meeting would be scheduled.
Street project for Boone Ave. from Minnetonka to 31st St. and Cavell from
Minnetonka to 28th St.
Councilman Meland asked whether there would be any widening involved.
11110 The Director stated that there is no room for widening and therefore if
any, it would be minimal .
Councilman Meland asked about the Williams ' driveway and whether it was
actually a public access. The Director stated that he would look into
that.
Roadway upgrade and reconstruction of Ford Rd. from Cedar Lake Rd. to
Hwy. 12.
Bus plazas: Installation of bus plaza on the south side of 36th St. at
Virginia Ave. 41111
Councilman Meland requested a review to relocate the bus plaza to Wyoming
Ave.

i Councilman Meland suggested reviewing the walk to the west where some
buckling might be present. The Director stated that that type of project would
be handled under the random sidewalk repair program.
Sidewalk on I-394 south frontage road from Texas to Vernon Ave. The Director
indicated that a pedestrian way is needed along this segment of 1-394.
Due to heavy use, a trail is proposed on W. 36th St. from Aquila to Boone
Ave.
The proposed sidewalk on Texas Ave. from Hwy. 7 to W. 36th St. would tie
into the existing system.
Storm sewers - A storm sewer along I-394 from Flag to Colorado Ave. to
improve the drainage along 1-394; the installation of an interconnection
of the storm sewer from the Hwy. 7 frontage road and west of Hwy. 100
to the holding- pond; enlargement of an existing manhole to accommodate41111
pump maintenance at 29th & Boone.
Sanitary sewer - Replacement of an existing line on Brownlow from 330
ft. west to Lake St. was not necessary; therefore it should be deleted.
Water utilities - A proposed water utility on W. 28th St. from Boone to
Cavell and cul-de-sac to Cavell Ave. would eliminate a dead-end line,
proposed water utility on Parker Lane and Ford Rd. along Jefferson to
eliminate a dead-end line.
Councilman Meland moved and Councilman Backes seconded that the dehumidifier
for the granular activated carbon treatment plant be placed in the revised
1987 CIP. The motion passed 3-0.
Street lighting - Street lighting along Louisiana Ave. from Cedar Lake
Rd. to 14th St. would be coordinated with the street project, street lighting
on Park Center Blvd. would be in conjunction with the development in the
area; street lighting for the Wooddale industrial area would be in conjunction
with the Hwy. 7 corridor plan.
Councilman Meland asked about the street lighting on Texas Ave. from Hwy.
7 to 36th St. The Director of Public Works indicated he would look into
that.
Traffic signals - Permanent traffic signal at Hwy. 7 and Ottawa Ave. ;
traffic signal at 36th St. at Belt Line Blvd. is proposed by the HRI{ traffi
traffic signal at Texas Ave./36th S . would upgrade the existing signal .
Landscaping - Landscaping at Wooddale Ave. industrial area is consistent
with the Hwy. 7 corridor plan, landscaping along Hwy. 7 would provide
improvements consistent with the Hwy. 7 corridor plan.
The Director of Parks and Recreation was present to highlight some of
the park improvements scheduled for 1988:
Bass Lake - The Bass Lake trail development open space management and
soccer goals would continue in 1988.
Cedar Manor - General building repair and drainage work would occur in
1988.
Hannon Lake - frail and general cleanup of the lake area.
Dakota Park - Improvements would include building and lighting system
maintenance.
Ford Rd. - Trail maintenance to County Rd. 18 and loop back to Ford Rd.
Park.
Lamplighter - Improvements include trail development and trail lighting.
Texatonka Park - Improvements include furniture/equipment replacement.
Pennsylvania and W. 16th St. - Improvements include playground lighting
The Director of Planning was present to present the Excelsior Blvd. redevelop-
ment district program for 1988 which includes landscaping, street lighting
for Park Center Blvd. and a parking ramp at W. 39th St.
The meeting adjourned at 6:55 p.m.
