ST. LOUIS PARK CITY COUNCIL
March 2, 1987
1 . Call to Order
The meeting was called to order by Mayor _Pro Tem Keith Meland at 6:30
p.m.
2. Roll Call
The following members were present at roll call : Ronald Backes, Thomas
Duffy, Keith Meland, Larry Mitchell , David Strand.
Also present were the Assistant City Manager, Administrative Assistant
and the Public Works Director.
3. Drainage issue: 3201 Hillsboro Ave.
The Director of Public Works highlighted the status of the drainage
at 3201 Hillsboro Ave. and informed the Council of the Watershed District's
position that a cost share for the improvement of one-third Watershed
District, two-thirds other, i .e. property owner and the City. The total
cost of the project would not exceed $10,000. The Director indicated
that Mrs. Lietzke appeared positive to the Watershed District's position
regarding cost participation for the construction of such an improvement.
The Director recommended that staff review the policy so as not to set
a dangerous precedent for the City, and secondly, identify the technical
parameters for the project.
Councilman Meland asked---about--the-impact on--the-nei-ghborhood--in-a-ten-y.ear
flood. The Director responded that all surrounding property owners are
elevated.
Councilman Meland inquired as to the two or three homes along Hillsboro
on the other side of the creek. The Director said those homes were dry
during the flooding event of June 1986.
Councilman Strand stated that the Director of Public Works has come
a long way with the Water-shed Di str-.i_ct-a-nsofar_ as concern.s_th.eartnterest
in participating in such a project. He would like to see the Council
proceed with the project and stated he agreed with the concept contingent
upon clarification of issues that the Director of Public Works outlined.
Councilman Duffy asked about the effect on the claim if Council proceeded
with this project.
The Director of Public Works said the claim has been denied by the City's
insurance company.
111/ Councilman Strand recommended that the draft agreement include a hold
harmless provision to void all existing and future claims.
Council directed staff to review the policy for future precedence and
develop an agreement that would include a one-third cost share by the
Watershed District, one-third by Mrs. Lietzke and one-third by the City
of St. Louis Park.
The Council also directed staff to inquire as to the status of reappointments
to the Watershed District. 41111
