Call to order The meeting was called to order at 6:45 by Mayor Lyle Hanks. 2. Roll Call Present were Ronald Backes, Thomas Duffy, Larry Mitchell , Keith Meland, David Strand and Lyle Hanks. 3. Certification of November 3, 1987 election returns ; Resolution No. 87-194. It was moved by Councilmember Backes, seconded by Councilmember Strand, to certify the November 3, 1987 election returns , by adoption of Resolution 87-194. The motion passed 6-0. 4. Health plan coverage The City Manager updated the City Council on the status of the health care coverage for the City as a result of Hennepin County dropping two of the City's health care providers. He stated that Med Center will be providing the same rate and Physicians Health Plan is, at this point in time, requiring 100% of the 44 instrumentalities to participate in order to provide the same rate; otherwise, a 15% increase is proposed. The County will extend life insurance coverage regardless of what the instrumentalities decide about health coverage. He stated that LOGIS would act as the administrator of the contract and that the instrumentalities will be meeting again on Thursday at 3:00 p.m. 5. Joint meeting with Golden Valley re 1-394 traffic impact study Present for the City of Golden Valley were Mayor Mary Anderson, Ray Stockman and Gloria Johnson. City Manager Jim Brimeyer gave a presentation related to the background of the project and a brief description of the methodology for the traffic study. Charlene Zimmer of Stagar-Roscoe gave a presentation of the report findings. She stated that traffic assignment zones were placed on development for purposes of trip generation. She stated three scenarios were reviewed: '1 ) committed development; (2) growth for the next 5-8 years; and (3) high growth or the ultimate growth scenario. She stated that growth is comparable in both St. Louis Park and Golden Valley with the General Mills/Shelard Park/Turner's Crossroads area the largest growth area although growth was assumed for the entire corridor area. She stated that an assessment of the 11110 current I-394 design was made to determine whether or not improvements could be made at the interchanges and that the road system was examined to evaluate improvements to local streets. She stated that at the Boone Ave/General Mills interchange signalization would be recommended and to separate the right turn lane on the south frontage road. She added that MnDOT has made the changes to the south frontage road and will provide signalization as the traffic grows. Relative to the Louisiana Ave./I-394 interchange, it would be recommended that there be signalization at the north frontage road and at the south frontage road with geometric redesign of the south frontage road. MnDOT41111 has incorporated in the south frontage road design. MnDOT has incorporated no changes in their existing plan. Councilmember Strand asked whether or not the time transfer station was taken into account. Ms. Zimmer said it had been. Mayor Anderson asked what factors determined whether or not there would be scenariolevel A, B or C. Ms. Zimmer responded that scenario A would require no right of way and would be a low cost item; scenario B would require additional right of way and costs associated over $100,000; and scenario C would require significant improvments, major changes and would receive scrutiny by the Met Council . It would also require several years to implement. Mayor Anderson asked what would happen if only one community acted. Ms. Zimmer stated that the communities approving and implementing the plan would be better served. Mayor Anderson stated she sees the need to work together. Mayor Lyle Hanks stated that he agreed. Ms. Zimmer stated that Minnetonka is considering an amendment related to restriction of development along I-394 which would require development to meet a service level of C or better with the exception of Ridgedale mall . Councilmember Mitchell asked if the Minnetonka ordinance exists anywhere else. The consultant responded that one exists in California particularly 41111 around the San Francisco area. inquired Councilmember Strand /of the status of MnDOT approval . City Manager Brimeyer stated that for Louisiana Ave. it can't be justified right now, but the underground conduit will be installed. Vernon Ave. requires right of way and costs are too high right now. inquired Councilmember Strand /how we could manage the system to make sure that the traffic stays on the main corridor. The consultant responded by encouraging use of the HOV lanes, bus service, staggered business hours and carpooling. Councilmember Mitchell asked about the number of buses. The consultant responded that approximately 50 buses per peak hour with 40 people to a bus. Councilmember Strand recommended a joint committee be formed to continue to work on planning issues with the City of Golden Valley. City Manager Bill Joynes asked whether or not the two councils would like to place a legal moratorium on Turner's Crossroad. Mayor Hanks stated St. Louis Park has backed off this as a result of the study, and in effect has put a moratorium on areas but did not know whether or not Golden Valley has. He stated we needed to push MnDOT to assure priorities are met. Councilmember Strand stated he would like to see staff look at the issues and jointly agree what we can go forward on everything else a moratorium be placed on. He recommended authorizing staff to develop strategies in reaction to the report. • Councilmember Backes stated that it is important to show a track record of cooperation and that notice be sent to MOOT and the Met Council . 11111 City Manager Joynes recapped the recommendations of the two Councils as follows: 1 . Legal format for "pause"; 2. List of projects to authorize proceeding with; 3. Future study The timetable assigned to complete these items is 30 days.
