Councilman Mitchell stated that the relationship lacked definition and
everything should be put in writing.
The City Manager commented on the following areas: regular attendance at
staff meetings; regular attendance at City Council meetings; who is responsible;
define what is included in the retainer.
Councilman Strand stated that better preparation is needed for City Council
meetings.
Mayor Hanks stated that resolutions and ordinances used to be initialed
by the City Attorney prior to Council meetings and that the City Attorney
used to come out to City Hall at 5:00 p.m. to review the agenda and be
available for City Council's questions.
Councilman Mitchell said that parameters should be provided, but the outline
should not lead the response.
Councilman Mitchell asked whether office hours are necessary, to which
the City Manager said he felt they were.
The City Council directed staff to prepare an outline of the City Council's
concerns with the civil attorney 'and to have available on September 2 for
review.
4. Highway 1 grain elevator financing
This item was dropped at the developer's request.
5. Highway 1/Minnetonka Blvd. intersection
In response to a question as to why the neighborhood was opposed to this
proposal, the Director of Public Works stated that on the south side, access
to the frontage road and on the north side the median crossing at Glenhurst
and access at France Ave. were of concern.
Mayor Hanks asked if the state could close Glenhurst, to which the Director
stated the City is required to approve the plans.
Councilman Friedman recommended that the Council wait on action following
reaction and recommendation from the groups involved.
6. Access -Southwest quadrant I-394/Hwy 100
The Public Works Director said that the new proposal would terminate the
frontage road near the bridge and allow westbound I-394 traffic to southbound
Hwy. 100 and allow access to the MEPC development. He stated a resolution
is required to adopt the new plan.
The Council recommended placing this item on the Sept. 2 agenda.
Councilman Friedman asked if everyone was apprised of the plan. The City

7. K-19 Watershed Study
Mayor Hanks asked What would happen if Louisiana Ave. M j. 7 intersection is not constructed,
to Which the City Manager stated that it is a requirennnt of the Remedial Action Plan be
completed by 1989.
Councilman Strand asked what the total land acquisition costs are, to which
the City Manager responded just over 5200,000.
Councilman Strand asked what the funding sources were and the Manager said
special assessment, perhaps even tax increment financing and G0. He stated
that the next steps would be to direct staff to meet the Department of
Natural Resources and the Minnehaha Creek Watershed District,jo work out
funding guidelines and develop an assessment formula.is also necessary.
The City Council recommended placing this item on the September 2 agenda
to direct staff to meet with the Department of Natural Resources and the
Watershed District.
8. Budget
The Council set the first budget review session for September 8 at 5:00.
Dinner will be provided.
Councilman Strand asked the following questions: where are the lighted
basketball courts; what is the second sheet of ice for; why is the City
thinking of moving away from subsidized removal of diseased trees; why
the increased recycling tonnage from 5 to 10 percent and asked about multifamily
expansion.
Councilman Friedman asked what the City is refining in medical emergencies
and the City Manager responded that the Police would be involving the Fire
Department as part of the Fire Department study.
9. Dakota Ave./W. 37th St. study
Mayor Hanks stated it would be appropriate to go to the neighborhood since
they are interested in selling their property at a fair market value.
The City Council recommended that staff be directed to complete the study
by September 15 and then hold a neighborhood meeting.
10. Housing Program
Councilman Strand asked how do you regulate more than one familyliving in
a single-family residence. He asked for Code information and information
regarding complaints.
The City Council recommended to continue this item.

11. Economic Development Authority
Councilman Strand recommended the development of a summary and what an
Economic Development Authority could do for the City.
12. HRA
mayor Hanks recommended a meeting with the HRA to express what the City
Council feels is appropriate for the Excelsior Blvd. redevelopment. He
stated a proposal can be selected to meet the community needs.
No action was taken on meeting with the NRA,
13. Marketing Survey
The Council recommended removing cats from the marketing survey and recommended
placing this item on the Sept. 2 agenda.
14. Transportation Advisory Board
Mayor Hanks said he would contact Councilman Meland to identify his availabil-
ity to serve on the Transportation Advisory Board.
Councilman Mitchell stated that he would serve on the TAB if Councilman
Meland was unable to do so.
The meeting adjourned at 9:30 p.m.
