HomeMy WebLinkAbout1986/06/09 - ADMIN - Minutes - City Council - Study Sessionr MINUTES CITY COUNCIL STUDY SESSION ST. LOUIS PARK, MINNE-SOTA June 9, 1986 1. The study session was called to order at 7:00 p.m. 2. Roll Call The following Council members were present at roll call: Ronald Backes Allen Friedman Keith Meland Larry Mitchell Lyle Hanks Also present were the Assistant City Manager, Administrative Assistant and Director of Planning. 3. Lights at Benilde St. Margaret's athletic field Councilman Friedman informed the Council that lights had been installed at the Benilde St. Margaret's athletic field. He had suggested to Father Tom that a neighborhood meeting should be held prior to the light installation. He indicated that neighbors are not only concerned with the lights on during the evening hours but also with traffic and additional noise. Councilman Friedman recommended that a neighborhood meeting should still be held. Councilman Backes recommended that Benilde St. Margaret's should host the meeting and that the City should stay out of the issue. Mayor Hanks recommended that the neighborhood meeting should decide the time limit in which to utilize the lights. It was recommended that Councilman Friedman meet with Father Tom regarding a neighborhood meeting. It was also recommended that staff verify state laws and local ordinances regarding lighting. 4. Cable needs assessment Sharon Klumpp informed the Council that the purpose of the cable needs assessment was for the development of a request for proposal and the assessment would serve to guide the process. She explained the procedure to be utilized would include interview of key people in the community and a general community survey of both subscriber and non -subscriber users. She indicated that the cost would be paid by the cable company. Councilman Friedman raised the question why regulate cable, why not let the market takes its toll. Councilman Backes responded that there is no competition for cable like there is for taxicabs. R to Mayor Hanks stated there is a need on the behalf of the City to respond questions regarding cable. Councilman Mitchell stated that the purpose is to maximize what is required. No action was taken on the item. It will be before Council on June 16, 1986. City Council study session June 9, 1986 2. 5. Tree at 2615 Kentucky Ave. Councilman Friedman stated that apparently a new employee of the Forestry Department trimmed a tree on private property after trimming a boulevard tree. The residents were upset and Councilman Friedman asked them to indicate what they wanted. They responded that the City should plant a 3" diameter tree, hand dug. Council members expressed concern over the precedent that could be established by granting the request It was recommended that the resident file a claim with the City. 6. Rainbow's End The Director of Planning outlined three alternatives for modification or development of an ordinance: 1. Keep the existing ordinance 2. Accessory use 3. Special definition, limiting the maximum number of square feet Mayor Hanks recommended that the ordinance be modified to limit the number of seats. The Planning Director responded that that would introduce complications in the ordinance since the existing ordinance deals primarily with square footage. The Council recommended that staff pursue alternatives two and three and present it to the Planning Commission. 7. I-394 proposal The Assistant City Manager reported the proposed study would be done cooperatively with the City of Golden Valley and that the cost would be shared. The St. Louis Park share could be lowered following negotiations with Strgar-Roscoe. She indicated that Strgar-Roscoe was selected due to their familiarity with I-394 and their existing work with the City of Minnetonka on a similar project. Councilman Meland asked why MnDOT or the Metropolitan Council is not participa- ting in the cost. Councilman Mitchell expressed concern regarding the $750,000 for the NSP utility work. Councilman Mitchell stated the purpose of the study would be to identify justification for additional intense development. He stated the study should answer how much intense development should occur and where it should be. Mayor Hanks stated that he supported the proposal; however, he questioned whether Strgar-Roscoe could be objective given MnDOT. their previous work with City Council study session June 9, 1986 3. It was recommended by the City Council that staff negotiate the cost with Strgar-Roscoe, provide the City Council with a list of other clients and determine whether Strgar-Roscoe can be objective. This should be presented at the July 7, 1986 Council meeting. 8. Plan for 37th and Dakota The Planning Director reported that the assessor's market value for 1.1 acres of this area is $366,000 which calculates out to $9.10 per sq. ft. A smaller .5 parcel area has a market value of $141,000 which calculates out to $9.80 per sq. ft. He stated that the cost to acquire all of these homes would be approximately three to four times the value of most of the homes. He outlined a number of alternatives in dealing with this area: 1. Enforce the existing housing code. This would involve either fixing up the homes or tearing them down; 2. Utilize the site for a water reservoir for the area; 3. Transit line; 4. Establishment of tax increment financing district; 5. Let the City's interest be known and buy property as it becomes available; 6. Clean up the public land in the area; 7. Purchase several of the properties leaving a few properties and utilize the property for a cluster housing concept. This option would improve the economics of buying the property. Councilman Friedman asked what are the chances of getting developers interested at this stage. Councilman Backes responded that a developer would not be interested economically at this point. The Planning Director also indicated that a report would be a first step that would be necessary to entice a prospective developer. The City Council recommended that staff prepare a report examining the alternatives individually or in combination. It was also recommended that following the release of the report, a neighborhood meeting should be held. 9• dog kennels Councilman Mitchell asked whether or not the ordinance had been reviewed by the City Attorney. The Assistant City Manager stated that following the conceptual approval by the City Council, the City Attorney would review it for legality. Councilman Friedman stated that the ordinance does not alleviate the problem Of a picketed dog. Ann City Council study session June 9, 1986 4. It was recommended that the City Attorney review the ordinance on dog kennels and that the ordinance be presented for first reading at the July 7, 1986 Council sleeting. 10. Strategic planning/Goal setting The City Council recommended that these items be discussed at a future study session. 11. Review of legal cost study The Council recommended that this item be deferred until a full Council was available to discuss the issue. 12. Citizen participation brochure It was recommended that this item be deferred until such time as Councilman Strand could be available to discuss it. 13. Parade The Mayor asked the Council if they would be interested in participating in the Centennial parade to be held July 6. He stated that a fire truck or mopeds would be made available for the Council members. The Mayor requested that Council members inform him by Monday, June 16 whether or not they are interested in participating in the parade. 14. Canterbury Downs Mayor Hanks announcgd that he had tickets available for the June 22 St. Louis Park Stakes Day at Canterbury Downs for $10.00. The ticket includes general admission, guaranteed seating, a box lunch and optional bus transport- ation. 15. Adjournment The study session was adjourned at 9:10 p.m. 01 W Carmen J.
