Call to Order The Mayor called the study session to order at 7:05 p.m. 2. Roll Call The following Council members were present at roll call: Ron Backes, Tom Duffy, Larry Mitchell, David Strand, Lyle Hanks. Also present were the City Manager, Assistant City Manager, Administrative Assistant, Director of Inspectional Services and the Director of Public Works. Councilmen Friedman and Meland arrived after roll call. 3. Ridgedale Electric Councilman Mitchell had invited Mike Priem from the IBEW to discuss his concerns regarding the practices of Ridgedale Electric. Mr. Priem explained why he disagreed with the City Attorney's interpretation of the applicability of state prevailing wage laws to improvement projects that are funded in part or in whole by state funding. He identified sections of state law which supported his explanation. He also indicated that the IBEW is working with the Attorney General's office to obtain an opinion that supports his interpretation of state prevailing wage laws. Mr. Priem advised the City that it would be prudent to adopt a local ordinance making City practices consistent with state prevailing wage laws. 4. Dog kennels The Director of Inspectional Services presented a draft ordinance pertaining to dogs in residential areas. After reviewing the draft, Council requested that several changes to the draft be made and brought back to a future study session. The changes requested by Council include: - using the more restrictive Zoning- ordinance which allows only two dogs in residential neighborhoods - not tying number of dogs allowed in residential households to lot requirements - establishing a definition for dog enclosures - prohibiting dog houses from being located in the front and side yards - removing sections on picketed dogs - removing requirements for screening of dog enclosures - modifying the requirements for dogs located in a fenced yard 5. Insurance pool The City Manager said that he had met with other city managers from neighboring suburbs regarding their interest in investigating the formation of an insurance pool. He recommended that a study be conducted to identify the similarities of these communities, the feasibility of pooling with designated members, financial impacts of the members, define the risk factors and the documentation required. The City's share would be $1500 to $2000 for the cost of the report. The report would determine whether enough similarities exist between the various cities to implement such a concept. The City Council directed the City Manager to work with the other city managers to develop a request for proposal for the study. 6. Changes in state pension law The City Council andcted the City to Manager prepare they PoliceandpFiretiPension the Finance Director Boards. 7. Rainbow's End Restaurant The City Manager distributed information regarding Rainbow's End for Council's review. 8. Study of I-394 corridor. The City Manager stated that an effort to coordinate the development along I-394 between the cities of Golden Valley and St. Louis Park is underway. A study would be recommended to ensure that the I-394 design is adequate to meet the development for the area. He stated that Strgar- Roscoe would be a likely candidate to conduct this study since they are working with the City of Minnetonka regarding I-394 west of this area. The City Council directed the City Manager to proceed with his discussions. 9. Watermain break at 3056 Rhode Island Ave. The City Manager stated that the property owner at 3056 Rhode Island experienced some damage to his basement as a result of a watermain break near his property. The City Manager met with the property owner and discussed the amount of damage. The property owner indicated that he had general cleanup expenses, carpet replacement and damage to furniture. The City Manager told the property owner that the City legal basis to pay since the City employees oid not act in a to the Council al reimbumsement However, he indicated that he would propose lace a claim of of $1500. The Council directed the Ci 19 asnager to agenda and to get a release $1600 on the claims list for the May 9 from the property owner. 10. Twin Lakes The City Council directed staff to hold a meeting swthe he e leadership of the residents in the Twin Lakes area to discusand the Hickok report. The purpose of the meeting would be to identify the interest of the neighborhood to pursue hood association's commitment to pay project and potential sites for public access to Twin Lakes could assist funding 11. Legal study a cleanup project, the neighbor - maintenance fees for a cleanup access (recognizing that public of the cleanup project.) The City Manager stated that in 1980 the Administrative Assistant reviewed legal costs incurred by the City. The 1980 report has recently been updated. The City Manager stated that the report was for Council's informa- tion and they could direct staff to do as they saw fit. 12. Brochure on citizen participation The City Manager commented that staff was open to comments regarding the revised citizen participation brochure. 13.
