STUDY SESSION
ST. LOUIS PARK CITY COUNCIL
April 7, 1986
1. Call to order
The meeting was called to order at 6:45 p.m. Members present were Keith
Meland, Larry Mitchell, Tom Duffy, David Strand, Lyle Hanks.
2. Fire Study
Steve Lloyd and Mike Bolac, of Public Administrative Services, were present
to discuss the organizational study of the Fire Department. They stated
they began their study in October 1985. It was stated that overall, the
department was good. The purpose of the study was to identify where the
department was deficient. It was noted that it would be important to
change the approaches in order to allow members of the department to
reach their potential. Major conclusions of the report were summarized
as follows:
The existing training program is deficient;
The department lacks accountability;
Everyone in the department needs to work in one similar direction;
Police and Fire Civil Service Commissions should be merged;
The medical services operation should be more closely coordinated with
the Police Department
Mayor Hanks asked the representatives of PAS what they would like to
see changed in the department in two years. Their response was for everyone
to work together and better define the duties and responsibilities of
all participants.
Councilman Strand asked whether a joint Civil Service Commission is common
practice, to which the response was that it was not uncommon. For example,
it is the form used in the City of Richfield and is very common in the
states of Illinois, Michigan and Wisconsin.
The Council asked what procedure would be required in order to change
the existing structure. The City Manager responded that it would be
accomplished through the adoption of a resolution.
The members of the Council thanked Messrs Lloyd and Bolac for their presenta-
tion.
The meeting adjourned at 7:25 p.m.
