LOUIS PARK, MINNESOTA November 10, 1986 Call to order ?ie meeting was called to order at 7:10 p.m. by Mayor Hanks. ?. Rol_ call were present: Ronald Backes, Allen Friedman, following Council members tarry Mitchell, David Strand, Lyle Hanks. Also present were the City Manager, Assistant City Manager, Director of Public r,rks, the Planning Director and Administrative Intern. 3. Review of sign ordinance -he Assistant City Manager explained the distinctions between portable signs and temporary signs and how that relates to the use of real estate signs. :,uncil members discussed their concern over the use of portable signs used as real estate signs. Their concern stems from the placement of portable signs ':ss than 40 sq. ft. in the setback. Staff was asked to examine how other :--T�unities control portable signs and if other communities use any time limit :, the display of temporary signs. Council also asked staff to review the rater of sign permits currently on file for portable signs. chis item will be placed on an upcoming study session agenda along with the westion raised by Councilman Mitchell of the safety of allowing cars to park under billboards situated off of Hwy. 12. and the practice of dual use on property 'Gr parking and billboard use. 4. Target +he City Manager said that he had been in contact with representatives from Target. Target has stated its willingness to deposit $22,800 to reimburse the City for the original $8,000 paid by the City for the easement in 1975 inflat- ed at an annual rate of 10%. The Council directed that this matter be placed on the Kovember 17 agenda. Assuming that Target deposits the money and the City Council approves this agreement, construction at the Target site can resume on November 18. 5. Time transfer station Council discussed information from the Regional Transit Board (RTB) that evaluated three different sites for a time transfer station on I-394. Councilman Strand said that the report did not adequately compare all three sites being considered for the time transfer station. He noted his concern that I-394 Wi11 become a prime development area and that siting of the time transfer station in St. Louis Park could preclude a major development from occurring in the City. =uncil asked staff to invite representatives of the RTB to the January 12, 1987 study session. Members of the City's legislative delegation are also to be invited this meeting. Council asked that there be no neighborhood meetings to discuss the ti,-* transfer station until Council has had an opportunity to meet with the RTB. Review of liquor license administrative hearings The Mayor indicated he had received a letter from Bunny's requesting that the 10 -day liquor license penalty be shortened. The Mayor indicated he had asked staff to report on the recent penalties that had been approved by Council for other liquor license violations. Council members discussed the precedent that would be set by changing the penalty at this time. They also noted that this penalty may affect the kinds of penalties which are applied for other types of liquor license violations. 7. Off-duty employment The City Manager indicated that staff has researched the off-duty employment policies of other communities. This research shows that such policies are not unusual. The City Manager said he would be placing the City's policy on an upcoming agenda for Council's consideration. 8. Highway 7 development update The City Manager presented an update on the Highway 7 development program. He indicated that several property owners have approached him regarding the possibility of having the City buy their- bui 1 d i ngs--and-1-ease the-bu i-1 ding$ baek- to --them. Councilman Backes asked if the City has done any marketing of the site. He indicated it might be possible for a private developer to do the purchase of the properties and leasing back the buildings instead of having the City do this. 9. Police/Fire Civil Service Commission The police officers do not seem to have any objections to combining the Civil Service Commissions. Police Civil Service Commission members are being contacted to find out if they have any objections to the combining of the two commissions. The City Manager noted that he has been given the name of an individual who would be interested in filling the position on the Fire Civil Service Commission vacated by Al Hyster. 10. Request to amend Comprehensive Plan A request to amend the Comprehensive Plan to allow a wholesale club on property lo- cated on Excelsior Blvd. west of Meadowbrook Apartments was presented to the City Council. The request will be placed on the Council's November 17 agenda. At that time, Council can --indicate if- there --is. interest in--in-itia-ting-a- study to examine the appropriateness of this request. 11. Legislative proposals Council reviewed the names of individuals and firms that provide legislative services. Staff was directed to invite the firms of Popham Haik Holmes & Graven, and Briggs & Morgan to respond to a request for proposals for providing legislative services to the City. Among the items to be included in the request for proposal are explanations of City Council study session November 10, 1986 3. how the lobbyist would communicate with the City Council and how they could complemen, the activities of the AMM and the LMC. 12. Governance seminar The City Manager advised Council that Lyle Sumek will be present to talk with the City Council at 6:30 p.m. on November 17. 13.
