CITY COUNCIL STUDY SESSION
ST. LOUIS PARK, MINNESOTA
October 27, 1986
1. Call to Order
The meeting was called to order at 7:00 p.m. by Mayor Hanks
2. Roll Call
The following members were present at roll call: Allen Friedman, Larry
Mitchell, David Strand, Lyle Hanks.
3. Target
The City Manager updated the Council relative to the trespassing of Target
on two City easements on the property under construction at 36th St./Hwy.

4. AMM
The City Manager identified the summary of AMM proposals as they specifically
related to the City. They were reviewed briefly. On property tax reform,
I Mayor Hanks said he would want to support the AMM's position. On fiscal
1" disparities, the Mayor commented that it would be important for the Council
to be kept informed. Regarding the impasse resolution, the City Manager
commented that everyone should have the right to strike including police
and fire. On charitable gambling, the City Manager identified the requirement
1 to pay a share. of the costs.
Councilman Mitchell asked how the AMM policies compared with state policies.
The City Manager responded that it is usually consistent depending upon
the issue; however, the League of Minnesota Cities also represents out -state
small communities and the AMM represents metropolitan communities.
Councilman Mitchell recommended that staff identify firms and individuals
to perform a lobbyist function.
Councilman Friedman asked why the City of St. Louis Park needs a lobbyist.
Councilman Mitchell stated that Council is distant from the process and
it is impossible to stay on top of the legislative process. He stated if
You know what's going on, you can get something through that benefits the
community. He stated he does not like being informed after something has
been passed.
Councilman Strand stated that the waste transfer site location is a perfect
example where the City needed someone to represent its interests.
Councilman
Strand recommended the development of a legislative package/
priorities to serve both the function of a lobbyist and to represent the
City's interests and to provide information to the City.

14. Policy re off-duty employment
The City Council recommended development of a conflict of interest policy
for the City of St. Louis Park.
15. Snow removal procedures
Due to the high level of satisfaction with the current snowplowing operations,
it was recommended to not make any changes.
16. Bond issue
The City Manager explained that there will be a three part bond issue:
(1) GO debt; (2) special assessment debt; and (3) Highway 7. He stated
that Evenson and Dodge did extensive financial work related to Highway
7 at the time of the Highway 7 corridor plan and that he has received an
interest from Springsted in the bond issuance. He stated that in the past
the City has used Miller & Schroeder and has been very satisfied with their
work. He stated he is trying to lump the three bond issues together and
would recommend using Miller & Schroeder. If Highway 7 could stand on its
own, he would recommend utilizing Evanson and Dodge.
17. Study session on November 10
The City Council recommended to meet on November 10 for a study session
to include:
