who suffered a burglary two weeks ago. He said the continuance was to

There being no one wishing to speak, the Mayor declared the hearing
closed with the right of Council to reopen and continue it at a future
date.
It was moved by Councilman Meland, seconded by Councilman Duffy,
to waive reading and adopt Resolution 86-30 entitled "Resolution order-
ing improvement, ordering preparation of plans, specifications and
authorizing advertisement for bids for improvement No. 86-01: Permanent
traffic signal for W. 36th St. and Boone Ave."
Councilman Strand asked if there were a legal standard or some standard
in the City's ordinance defining "benefitted property."
The City Manager said that over the years, the City has developed
a variety of policies which address the issue of how a property is
to be assessed, i.e., sidewalks, street lighting, traffic signals,
etc. He said the present assessment was based on those policies.
The motion passed 7-0.

Councilman Friedman asked what the study had cost the City, to which
the City Manager responded $8,000.
9e. Variance modification request Minor modification to an approved
Resolution 86-34 variance request: 1825 Dakota
Ave.
Councilman noted a typographical correction on the back page of the
resolution in which lot 12 should be changed to lot 21.
It was moved by Councilman Meland, seconded by Councilman Duffy,
to waive reading and adopt Resolution 86-34 entitled "Resolution
rescinding Resolution 85-231 adopted on December 16, 1985 and granting
variance in lot width, lot area and side yard setback from Section
14-133(5) of the ordinance code relating to zoning to permit the
division of a lot resulting in a lot width of 50.61 feet instead
of the required 60 feet and an area of 5,393 sq. ft. instead of the
required 7,200 sq. ft. and further resulting in an existing house
having a side yard setback of 4.3 feet instead of the required 9
feet for property located in the R-2 single family residence district,
at 1825 Dakota Ave."
The motion passed 5-2 (Mayor Hanks, Councilman Strand opposed).
9f. Traffic study

Councilman Friedman said the problem was that apartment dwellers
do not have adequate off-street parking and during snowplowing season,

It was moved by Councilman Friedman, seconded by Councilman Strand
to direct staff to hold a neighborhood meeting and bring it back
to Council at its March 17 meeting.
The motion passed 7-0.
BOARDS AND COMMISSIONS
10a. Boards and Commissions Councilman Strand said there
would not be an appointment to
the Planning Commission made
that evening.
Mayor suggested the Sun Sailor might publish the openings on the
Community Health Department Advisory Committee.
It was moved by Councilman Backes, seconded by Councilman Meland,
that letters be sent to commission members wishing to remain, reminding
them of the 60% attendance requirement; that those not wishing reappoint-
ment or not able to be contacted be sent letters of termination,
thanking those where appropriate.
The motion passed 7-0.

MISCELLANEOUS
12a. Claims Barbara Blahna, 1444 Nevada Ave., SLP
By consent, the claim was referred to the City Clerk and City Attorney.
12b. Communications from the Mayor He commented that the White Sidewalls
concert was well attended and a
success.
The Girl Scout International Tea was also well attended. He reminded
of the Community Band and Minnesota Brass concert on April 27 at Orchestra
Hall.
12b. Communications from City Manager The City Manager reviewed the study
session agenda.
CLAIMS, APPROPRIATIONS, CONTRACT PAYMENTS
13a. Verified claims It was moved by Councilman Meland,
seconded by Councilman Duffy, to
approve the list of verified claims
prepared by the Director of Finance, dated March 3, 1986 in the amount of
$388,534.29 for vendor claims and $12,278.72 for payroll claims.
The motion passed 7-0.
