STUDY SESSION
ST. LOUIS PARK CITY COUNCIL
August 12, 1985
Present at the meeting were Mayor Lyle Hanks, Council members Ronald
Backes, Thomas Duffy, Larry Mitchell, Jerry Martin. Also present
were the City Manager and Assistant to the City Manager.
Prosecuting Attorney - Council reviewed the letter from John Miller.
T e letter indicted an interest from Mr. Miller in acting as the
City's prosecuting attorney. Council discussed legal services for
the City and the feasibility of hiring a full-time City Attorney
using additional outside help, the responsiveness from the current
law firm and the availability of the current firm.
No further action was taken.
Strategic Planning - The Assistant to the City Manager, Sharon Klumpp,
reviewed the process the staff has gone through related to strategic
planning. A review of the stakeholder analysis was discussed. Council
and staff reviewed the criteria and performance for the fulfillment
of those criteria. Additional stakeholders added were future constituents,
students, employees who are non-residents. Additional criteria were
under Senior Citizens, social and human services; under student popula-
tion, job opportunities, recreation opportunities, activities, non-
academic educational opportunities.. Ubder employees non-resident,
the criteria added were transportation, eating facilities, shopping
facilities, public safety.
Council and staff spent a good deal of time examining the SWOT (strengths,
weaknesses, opportunities and threats) analysis.
The Assistant to the City Manager then reviewed the six questions
that should be asked when developing a mission statement. The mission
statement should reflect the discussion of the stakeholder analysis
and the SWOT analysis, plus respond specifically to the six questions.
It was agreed that Council will again meet at a study session on
August 26. Based on the information provided, the mission statement
will continue to develop.
3400 block of Quebec Ave. - Staff proposed to Council that there

a parking lot for Oak Hill Park and a trail system connecting Oak
Hill Park, Oak Park Village and Quebec and Walker Parks. Council
was receptive to this proposal. Several Council members were concerned
about the residents' attitude toward the use of this park. Staff
was directed to determine the acreage of the parcel that was given
to the City by the original property owner and to develop a map indica-
ting the topography of the parcel and the surrounding land. Council
further directed staff to determine the feasibility of developing
a single-family subdivision on the parcel using the parcel and perhaps

part of Oak Park Village.
City Manager evaluation - Council spent the remainder of the meeting
discussing the performance of the City Manager.
The meeting adjourned at 9:30 p.m.
