CITY COUNCIL STUDY SESSION
ST. LOUIS PARK, MINNESOTA
May 13, 1985
1. Call to order
Mayor Hanks called the meeting to order at 7:40 p.m. Councilmen Thomas
Duffy, Keith Meland, Larry Mitchell and Mayor Hanks were in attendance.
Councilman Backes arrived at 7:45 p.m.
The City Manager, the Assistant to the Manager, City Attorney and Adminis-
trative Assistant were also present.
2. Budget process, decision packages and budget objectives
The City Manager provided Council with a recap of the budgeting process
which is comprised of decision packages, goals and objectives, administra-
tive review, Council review and final approval. The Manager discussed
the preliminary decision packages which had been prepared by each City
department.
A question was asked as to what the role of the Community Relations
Commission should be in reviewing decision packages. The Manager responded
that he felt the commission should take an advisory role and provide
Council with a general review of specific decision package suggestions.
He proposed that staff develop a set of guidelines for CRC review and
submit them to Council for comment.
3. I-394 land use changes
The City Manager stated that this issue had been included on the agenda
because of the discussion at the May 6 City Council meeting regarding
questions arising from a request for zoning change in an area tentatively
scheduled for Highway improvements. Mayor Hanks noted that the State
has taken a position which would require property owners to forego improve-
ments for three to four years while still paying taxes. Councilman
Backes stated that MnDOT should take a lead role in communicating its
intentions to municipalities in regards to the potential impact of future
projects. Mayor Hanks commented that State Representative Gloria Segal
had introduced legislation which was intended to resolve problems associated
with condemnation and taking between the State and local property owners.
Councilman Duffy stated that he didn't feel the City should take steps
to deny requests for development in areas which have not been secured
by the State for specific projects. Councilman Backes ended the discussion
by suggesting that the design and plans for proposed residential development
along the east side of Highway 100 may, in itself, trigger the State
to take action in dealing with this issue.
4. Apple Valley
A majority of the Council members indicated that they had reviewed the
site adjacent to the east side of the MN&S tracks south of the intersection
With Cedar Lake Road. Several Council members indicated that the site
had potential for use by Apple Valley Red -E -Mix because of its location
in an industrial area, not adjacent to residential development. The

consensus of the Council was that the City Manager should arrange a
meeting with representatives of Apple Valley Red -E -Mix to discuss the
prospect of relocating their business at the new site.
5. Remedial action plan
The City Manager opened the discussion by offering Council a brief background
on the activities which have taken place since the Council meeting of
May 6. He provided them with a memo which included information about
negotiations, process, the remedial action plan, current status and
conclusions.
The Manager worked with Council on studying an updated report of the
remedial action plan during which time issues were clarified by the
City Attorney and by Dick Koppy, former Director of Public Works.
The Manager also provided Council with a memo which outlined a variety
of contingency issues being considered for negotiation by Reilly and
the City.
After considerable discussion, it was agreed that staff would provide
Council with additional information on costs, contingencies and projections
for the May 20 City Council meeting.
6. Adjournment
The study session was adjourned at 10:00 p.m.
