CITY COUNCIL STUDY SESSION
ST. LOUIS PARK, MINNESOTA
April 22, 1985
1. Call to Order
Mayor Hanks called the study session to order at 1:00 p.m.

3. Report from Cable TV Advisory Commission
Thomas Duffy
Richard Strohl
Bruce Browning, chair of the Cable TV Advisory Commission, presented
the commission's 1985 agenda to the City Council. The City Council
expressed its approval of the activities contained in the 1985 agenda,
and emphasized the need for greater monitoring of the cable franchisee's
performance.
4. Belt Line business park
The City Manager gave a presentation on the proposed Belt Line development.
During this presentation, he discussed the overall plans for the area
and highlighted the need to negotiate a land exchange with the developer
in order to reserve a site for the future construction of a light rail
transit station.
Len Thiel, representing Paul Klodt b Son, the developer, also made
a brief presentation in which he pointed out the need to plat the Belt
Line area in order to proceed with the proposed development.
Several residents addressed the Council to express their concerns regarding
the proposed development. James Winspear, 3332 Huntington Ave., identified
three concerns. He objected to increasing the traffic on France Ave.
and said that routing the traffic onto Ottawa Ave. and Belt Line Blvd.
is preferable. He also called for a preservation of the existing wildlife
area and asked that a buffer be continued between the wetland area
and the proposed development. Finally, he requested that any re -zoning
or platting decisions await the final outcomes of an environmental
impact study (EIS).

Roger Montgomery, an attorney representing the neighborhood, emphasized
the importance of preserving Bass Lake. He maintained that the proposed
activity would have an impact on the lake thereby necessitating an
EIS. He also said that it was important that a path be provided in
the event that some of the right-of-way for Beltline Blvd. is vacated.
Following a Council discussion of thepproposed plan, staff was asked
to work with the developer to resolve (1) the configuration of France
Ave.; (2) the location of roadways within the development and provisions
for a trail and sedimentation basins to protect the wetland areas;
and (3) the need to provide for a future light rail transit site. Resolution
of these issues will complement the EIS.
