Call to Order The Mayor called the study session to order at 7:15 p.m. In attendance were Councilmen Tom Duffy, Ronald Backes, Keith Meland and Mayor Lyle Hanks. Also in attendance were the City Manager, the Assistant to the Manager, Director of Public Works and Director of Inspectional Services. 2. Housing Inspection Program The City Manager provided Council with information regarding the City's one- and two-family inspection program. He also noted that the City of Edina uses a checklist for inspections which is actually a form used by the Assessing Department to evaluate properties. Harvey McPhee, Director of Inspectional Services, offered an explanation about a proposed checklist for St. Louis Park which would be used by inspectors to aid them in enforcing the City's ordinance with consistency. Councilman Backes asked if the list was intended to cover all items which an inspector would look for. Mr. McPhee responded that the list was intended to be used as a reminder by the inspectors and could not possibly be all encompassing. After discussion among Council members and staff, it was agreed that several items would be added to the checklist including: a column to the left of each itemized inspection area which would indicate that the inspector had actually checked that item; an additional listing for "other" items; and the inclusion of information about appeal procedures to be added on the information sheet distributed to home sellers. 3. Highway 7 marketing study Following a brief discussion among members of the Council and staff, it was agreed that a market overview (as opposed to a full market study) would be sufficient for the City's current needs in determining the best Possible use for under -developed parcels along the Highway 7 corridor. Staff was directed to prepare information for the next regular City Council agenda. 4. Water service freeze-up policy Jim Grube Director of Public Works, presented Council with information about a proposed policy which would address the issue of frozen water meters in selected houses throughout the City. Councilman Meland asked for additional information from staff regarding the financial impact this Policy would have on the approximate) 30 water utility customers throughout the City. It was agreed that staff would gather additional information and report back to Council at its first meeting in December. 5. Environmental Impact Statement The City Manager provided Council with an update on the status of the Environmental Impact Statement for the Bass Lake area. He also shared the conclusions from an attorney's opinion and attempted to clarify the future action steps required to successfully complete the process. 6. Centennial Breakfast Mayor Hanks informed Council that a centennial breakfast has been scheduled in November at the Minneapolis Golf Club. Council members discussed a list of potential contributors who should be invited to attend this kick-off activity for the City's 100th anniversary. It was agreed that the total invitation list should include approximately 120 local business and civic leaders. 1. HRA joint meeting The Council agreed to schedule a joint meeting with the HRA for Monday, Oct. 21 at 6:45 p.m. to discuss a traffic study of the watertower area. 8.
