Call to Order The study session was called to order by Mayor Hanks at 6:30 p.m. 2. Roll Call The following Council members were present at roll call: Ronald Backes, Thomas Duffy, Keith Meland, Richard Strohl, Lyle Hanks. 3. Proposed Local Government Aid Formula The City Manager presented a report outlining a new local government aid formula proposed by the League of Minnesota Cities (LMC). The proposed formula is an attempt to satisfy the diverse concerns of central cities and out -state communities. In reviewing how the proposed formula would affect St. Louis Park, the City Manager commented that the City would be on the formula and would recognize modest increases in aid over the next three to five years. He contrasted St. Louis Park to other cities which would not immediately be on the formula. Councilman Backes explained the position that the Association of Metropolitan Municipalities has taken on the proposed formula. He said that there needs to be a strong backing for the formula or the Legislature will interpret a lack of unity as a reason to develop its own formula. If a strong position for the proposed formula does not materialize, it can be expected that cities will be developing their own formulas and lobbying for them at the Legislature. The City Manager expressed his concerns regarding the proposed funding level. While the proposed formula is based on an anticipated ten percent increase in funding, the City Manager said that most legislative experts expect no more than a six percent funding increase. He also said that a further refinement of basic municipal expenditures may be needed to ensure consistency in the application of the proposed formula. 4. LMC Policies Councilman Meland said that he had some concerns about the League's policy thjat would foreclose employee opportunities using multiple forums in certain disciplinary proceedings.
