Call to Order Mayor Hanks called the study session to order at 8:00 p.m. 2. Roll Call The following Council members were present at roll call: Jerrold Martin Thomas Duffy Keith Meland Larry Mitchell Lyle Hanks Councilman Richard Strohl arrived shortly after the meeting began. Also present were the City Manager, Assistant to the Manager, Director of Public Works, City Assessor and the Administrative Assistant to the City Manager. 3. Sprinkling ban Following a brief discussion concerning supply during a period of unusual warm a unanimous decision to impose a total notice. This action was deemed necessary coupled with a reduced supply which had two wells and one reservoir for maintenance 4. Street lighting policy the status of the City's water weather, the Council reached sprinkling ban until further because of heavy user demand, resulted from the closure of purposes. City Assessor, Bruce Stepnick, provided Council with background information about the City's current street lighting policy. He indicated that current problems exist in the interpretation of the policy as it applies to residential neighborhoods in commercial zones. He provided an outline of new staff recommendations for street lighting policies affecting business/industrial users, residential users on collector streets, and residential users on non -collector streets. Following a discussion of the Assessor's recommendations, Council arrived at a consensus that the recommendations should be implemented and that a new policy should be considered by the entire Council at its regularly scheduled meeting on July 15, 1985. Staff was also directed to prepare an amendment to the existing street lighting resolution for Council's consideration. 5. City Manager's work program The Manager discussed with Council his need to better understand those items which Council members think are important. Mayor Hanks suggested that individual Council members take the time to discuss their philosophies with the Manager on a regular basis. It was agreed that Council members City Council study session minutes July 8, 1985 2. would complete their work program evaluation forms and present them to the City Manager on July 15, 1985. 6. Status of Reilly Tar settlement The City Manager informed Council that he had recently received the latest copy of the Consent Decree and Remedial Action Plan associated with the settlement between Reilly Tar and the City, State and federal governments. He indicated that recent changes in those documents were comprised, for the most part, of minor alterations in language. The Public Works Director and Administrative Assistant provided Council with updated information on the status of concerns identified by the U.S. Fish and Wildlife Service. Councilman Mitchell raised several questions concerning language of the documents. It was agreed that the City Manager should continue to work towards settlement and keep Council apprised of any significant changes. 7. Architectural Review The Manager informed Council that he was aware of some apparent inconsist- encies in the enforcement of the City's architectural review ordinance. Councilman Meland asked staff to secure samples of similar ordinances from other communities. Mayor Hanks suggested that the entire subject be considered in greater detail at a future study session. 8. Miscellaneous At Councilman Meland's request, the City Manager provided information as to the current status of construction of the Hwy. 100/W. 36th St. interchange. Councilman Meland also asked staff to investigate the potential impact of recent request by the City of Bloomington for exemption from the fiscal disparities pool for the proposed development at the metropolitan stadium site. Mayor Hanks briefly discussed letters tive issues and from Met Council restructuring of the Regional Transit from Dolly Levy concerning legisla- chair, Sandra Gardebring, concerning Board. The Mayor concluded the meeting by discussing highlights of the recent Party in the Park festivities. 9. Adjournment The meeting was adjourned at 9:50 p.m. Cris Gears Recording Secretary
