CITY COUNCIL STUDY SESSION
ST. LOUIS PARK, MINNESOTA
March 11, 1985
1. Call to Order
Mayor Hanks called the study session to order at 8:20 p.m.
2. Roll Call
The following Council members were present at roll call: Keith Meland,
Thomas Duffy, Jerrold Martin, Ronald Backes, Larry Mitchell and Lyle
Hanks.
3. Water Situation
The City Manager informed Council of a meeting which had been scheduled
with the EPA on Monday, March 18, 1985 at 2:00 p.m. to discuss the status
of pending litigation and the construction of a GAC treatment plant.
The manager also provided copies of an updated chronology of the City's
water contamination problem which was intended to provide Council with
an overall feel for the history of events.
Mayor Hanks reported that he had received a call from Tom Reilly of Reilly
Tar and Chemical Co. regarding the Council's feeling about the status
of negotiations. The Mayor stated that he had told Mr. Reilly that it
was his feeling that the main concern of the City was immediate construction
of a GAC treatment plant. Councilman Mitchell asked about the status
of the PAC administrative order and was updated by the City Attorney.
He then stated that he felt there was a need to clarify the City's position
by firmly stating that the Council was in complete agreement on the need
for immediate development of a GAC treatment plant. He offered a motion
that staff be instructed to prepare a letter to communicate with the
EPA and the PCA which would clearly identify the City's interest in getting
a GAC treatment plant on line as soon as possible. Councilman Duffy seconded
the motion which passed unanimously with an amendment to be certain that
all appropriate elected officials be provided with copies.
Councilman Backes stated that he felt the letter should be reviewed by
the City Attorney before mailing.
Councilman Mitchell also asked if staff would gather information about
the processes which would be required to build the GAC plant once the
PCA has received funding from the EPA. The City Attorney indicated that
she could provide Council members with copies of the administrative order
and the RFRA.
4. National League of Cities
Council members discussed travel arrangements for the annual NLC meeting
scheduled for Washington, DC March 23-26.
